en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best

Description of Modification
The Sewer Permit currently submitted for approval by the NCDEQ is a modification of the
original Kingsboro Industrial Park Sewer Permit (WQ0039862) which was submitted in March
2018 and approved March 19 of 2018. The table below provides a summary of the sewer items
included in the original permit, the new sewer items to be added by the modification, and the
total number (length, manholes, flow, etc.) which will result.

*The wastewater flow from Corning Pharmaceuticals was included in the estimated flaw for the
original Kingsboro Industrial Park permit. Therefore, no new flow is predicted.
A. DESCRIPTION OF PROJECT
Location of Project
The Kingsboro Industrial Park is located geographically within Edgecombe County. The Park is 67
miles east of Raleigh, 38 miles northwest of Greenville, and two hours from the Outer Banks. Major
transportation corridors include Highway US 64 and Interstate 95, which allow for strategic
accessibility to and from the East Coast's major markets. The proposed project will take place in the
parcels to the north of the Kingsboro Industrial Park, across U.S. Hwy. 64 Alt.
Sewer main installations will take place within county property and NCDOT right-of-way (below):
• U.S. Hwy. 64 Alt.
• New Hope Church Road/Dumbar Road.
Topography within the project area is generally flat to gently rolling, sloping between 0-5 percent.
Manmade drainage features such as swales and roadside ditches collect and remove runoff. The
proposed area of work, the Kingsboro Industrial Park, is made up of approximately 1,500 acres. The
sites are generally clear and open with trees adjacent to the area of work. A number of unnamed
tributaries run through the Park and lead into ponds of US Hwy. 64 Alt. or into the blue line stream,
Walnut Creek.

- B. TYPE OF DEVELOPMENT
Gravity Sewer (Modification)
The proposed modified sanitary sewer project will consist of extending 3,015 LF of 10-inch gravity sewer
main with 11 manholes across U.S. Hwy. 64 Alt. from the park property to provide sewer service to a new
industry developing adjacent to the industrial park. At the time of the construction, the sewer main will
serve Corning Pharmaceuticals, which produces 0.010 MGD. All flow is anticipated to be
commercial/industrial in nature.
This extension will be in addition to the previously approved 4,300 LF of 18/30-inch gravity sewer main
with 15 manholes.
PumB Station & Force Mains
The new gravity sewer will convey wastewater flow to the Kingsboro Industrial Park Main Pump Station,
which has a build -out peak capacity of 4.0 MGD and a design average daily flow of 1.6 MGD (i.e. 2,800
GPM, pumps in parallel at 1,400 GPM each, at 85-ft Head). At this time, the pump station is still under
construction and will be located across Alt. U.S. Hwy. 64 inside the industrial park. The station will be
phased into its final buildout flow. The first phase will provide a capacity of 500 GPM to an existing 10-
inch force main; the second phase will provide a capacity of 1,400 GPM with a duplex pump through a
future 16-inch force main; and the final phase will result in an additional pump to a triplex pump station,
resulting in 2,800 GPM to a future 16-inch force main.
The proposed sanitary sewer project will transfer wastewater produced by Corning Pharmaceuticals along
Alt. U.S. Hwy. 64, to the Kingsboro Industrial Park Main Pump Station and proceed through the existing
10-inch force main until it reaches the Tar River Regional Wastewater Treatment Plant. Daily flow has
been previously included in the permit WQCS039862.
Treatment
Wastewater collected from the Kingsboro Industrial Park will be conveyed through a new collection
network to the 21-MGD Tar River Regional Wastewater Treatment Plant (WWTP), which is owned and
operated by the City of Rocky Mount. The current project will not include any improvements or direct
impacts to the City's treatment facility. All pretreatment will be completed by the future industries that
develop in the Park.
C. PERMIT MODIFICATION
The permit herein is a minor modification to original sewer permit for Kingsboro Industrial Park
(WQ0039862). The modification involves the addition of approximately 3,015 LF of 10-inch gravity
sewer main and I 1 manholes to the original estimate of 4,350 LF of 18- and 30-inch gravity sewer main
and 17 manholes. Flow allocation is expected to remain the same, as the original permit predicated
Corning Pharmaceuticals' wastewater flow in the conception of the permit.
