Project Information Attach a vicinity map clearly showing the location of the property with respect to local landmarks such as towns, rivers, and roads. Also provide a detailed site plan showing property boundaries and development plans in relation to surrounding properties. Both the vicinity map and site plan must include a scale and north arrow. The specific footprints of all buildings, impervious surfaces, or other facilities must be included. Impact Justification (Avoidance and Minimization) Specifically describe measures taken to avoid the proposed impacts. Mitigation DWQ In accordance with 15A NCAC 2H .0500, mitigation may be required by the NC Division of Water Quality for projects involving greater than or equal to one acre of impacts to freshwater wetlands or greater than or equal to 150 linear feet of total impacts to perennial streams. USACE - In accordance with the Final Notice of Issuance and Modification of Nationwide' Perinits, published in the `Federal Register on March 9, 2000, mitigation will be required when necessary to ensure that adverse effects to the aquatic environment are minimal. Factors including size and type of proposed impact and function and relative value of the impacted aquatic resource will be considered in determining acceptability of appropriate and practicable mitigation as proposed. Examples of mitigation that may be appropriate and practicable include, but are not limited to: reducing the size of the project establishing and maintaining wetland and/or upland vegetated buffers to protect open waters such as streams; and replacing losses of aquatic resource functions and values by creating, restoring, enhancing, or preserving similar functions and values, preferable in the same watershed. If mitigation is required for this project, a copy of the mitigation plan must be attached in order for USACE or DWQ to consider the application complete- for processing. Any application lacking a required mitigation plan or NCWRP concurrence shall be placed on hold as Page 5 of 8 incomplete. SIGNATURE ID??I ? f z Stormwater Narrative The Rivers Edge subdivision is located off Jacocks Lane in.Perquimans County, North Carolina. The property fronts Little River and was subdivided from a 600 acre tract of land owned by Sterling Colson. The 500 acres south of the subdivision is very flat. Elevation points on new HopeRoad (at the south boundary of Colson's tract) are the same or even as much as 0.2 feet lower than some elevations in the subdivision. The USGS contour maps are of little use in determining runoff in this kind of scenario because the contour interval is measure in meters. To determine the drainage area we used a Perquimans County provided LIDAR map. LIDAR is the technology used to determine the new flood rate insurance maps (FIRM). Using the data collected by the US Government in 2003 and changing colors contrasts for data between the traditional 2 foot contour intervals, we were able to determine that as much as 103.16 acres drains through the valley in question. The: roads in this subdivision have been designed to NCDOT standards and will become public roads once sufficient homes have, been built in the subdivision to justify their acceptance. Consequently, we utilized the NCDOT approved method of sizing culverts for public roads in rural areas to determine the minimum size of the culverts necessary. The design guideline is a 25 year storm event. Our calculations (copy attached) show that utilizing the DOT method 22.8 cfs of stormwater will flow down this valley. This water will be pushing against a slight tailwater. Generally in the area, tailwater is assumed to be zero because the water body down stream is so large. However, to be conservative we have assumed that the tailwater will be at an elevation of 3.5 feet for the purposes of our calculations. Consequently we are planning to use two (twin) 24 inch diameter pipes for this culver crossing. We have assumed that erosion control will be handled by the DWQ division of DENR. However, it is the developers plan to use rip rap downstream of the culvert to reduce the velocity of the stormwater being discharged to less than 2 fps. ??' The applicants, will want to fill the fronts of the lots by the road.
