Discussion Summary:
An external scoping meeting was held on Wednesday, September 14, 2016 at 10:15am in the Structure Design
Conference Room C to discuss STIP Project U-5733. Jay Mclnnis (NCDOT Project Engineer) opened the meeting
with brief introductions of all attendees, including those representing Division 3 and National Marine Fisheries, who
were in attendance via telephone. During the meeting, the following items were discussed:
Proiect Purpose and Need:
Jay provided a brief overview of the project and mentioned the preliminary purpose and need that was discussed at the
internal scoping meeting: to provide improved mobility, take pressure off existing facilities in the area, and provide a
radial bypass of the Jacksonville urban area. Anthony Prinz (Jacksonville MPO) provided background information with
regards to the purpose and need of the project:
• From a long-range perspective, a radial bypass of the Jacksonville area is needed
• A feasibility study was prepared by NCDOT with a crossing of the New River further south of the proposed
location for this project, however because of the long spanning structure required due to the size of the
floodplain, the cost estimate was over $100 million.
• The U-5733 project location was developed because of the smaller floodplain in the area where the NC 111
extension would cross.
• The project is currently subject to reprioritization in SPOT 4.0, and remains as one of the highest priority
projects for the MPO.
Cynthia Van der Weile (EPA) questioned whether the project could contribute to alleviating congestion issues by
serving as a designated hurricane evacuation route. Jay agreed that this could be considered as part of the purpose
and need. Dr. Van der Wiele also asked if funding would change from State to Federal if the hurricane evacuation
route is included in the purpose and need. Mr. Mclnnis and Pareshkumar Patel (STIP and Feasibility Studies)
confirmed this would not occur.
Cost Estimate
The current 2016-2025 STIP shows the project cost estimate at $30 million. An agency representative questioned
whether the cost of a bridge to span the floodplain was considered in this cost estimate. Anthony Prinz noted the $30
million came from a standardized tool used in the SPOT analysis and that this tool tries to account for costs associated
with environmental factors, but that he believes this estimate is probably low.
Jay Mclnnis mentioned that the cost estimates would need to updated because of the potential size of the bridge,
which will influence how the project gets programmed in the STIP with regards to funds being available.
Proiect Studv Area
Jay Mclnnis mentioned that following discussions from the internal scoping meeting, the original study area was
widened to provide flexibility at the intersection of NC 111 and US 258 so as to avoid or minimize impacts associated
with possible stream crossings near this intersection, as well as the stream crossings located further east along the
proposed extension.
Cynthia Van der Wiele questioned whether improvements to Rhodestown Road, an existing road located further north
of the project study area, could be studied as an alternative because of the fewer environmental impacts associated
with utilizing an existing road. Anthony Prinz said that using this road is seen as a challenge by the local planners
because of the residential development located along Rhodestown Road. He also mentioned that growth is
concentrated in Jacksonville (south of the project) and Richlands (north of the project), and the location of the current
study area is preferable. Mr. Mclnnis mentioned the current study area is based on what's in the current STIP, and this
is being used as a starting point. He also mentioned traffic forecasts have been requested, and roads further north,
including Rhodestown Road, were included in the traffic forecast request. Travis Wilson recommended a broader
study corridor and different alignments be studied.
Mr. Mclnnis agreed the study area should encompass areas further north as we move forward through the Merger
process. Craig Young (Three Oaks Engineering) drew a rough sketch of the revised study area on the environmental
features map that was projected on the screen, and noted that the environmental features map will be updated and
sent to the meeting participants along with the meeting minutes.
Cathy Brittingham (NCDCM) questioned whether Ramsey Road, from Gum Branch Road to US 17, needed to be
included as part of this project, due to the fact that it currently is a two-lane roadway. Anthony Prinz mentioned there
are other projects the MPO is currently trying to prioritize that may include improvements to Ramsey Road. Mr.
Mclnnis mentioned the U-5733 project proposes a two-lane roadway, which is consistent with tying into Ramsey Road,
which is currently a two-lane roadway. The project would be studied as a two-lane roadway on multilane right of way,
and the impacts associated with the multilane right of way would be analyzed and included in the environmental
document. Once the traffic forecast is complete, including other roads or extending the project limits along Ramsey
Road to US 17 can be investigated.
Comprehensive Transportation Plan (CTP)
Anthony Prinz noted the project data sheets state the Comprhensive Transportation Plan (CTP) should be complete in
2017. Mr. Prinz further mentioned he wasn't aware that the CTP was close to completion, and that he would follow up
with the Transportation Planning Branch staff regarding the status of the CTP.
ApencV Input
• An agency representative mentioned that a"swine buyout easemenY' is located within the project study area.
Craig Young noted that Three Oaks will investigate this further and add it to the environmental features map.
• DCM noted that this portion of the New River is near a Primary Fish Nursery Area. Because it is located
inland, the DCM fisheries specialist defers to NC Wildlife Resource Commission (WRC).
• There is an existing moratorium for in-water activities that restricts those activities between February 15 and
September 30
• Travis Wilson noted that a US Coast Guard (USCG) Permit will likely be required for the New River crossing.
He stated the crossing upstream of this project required a Coast Guard permit so his assumption is that this
project will also require one. Coordination with the USCG will take place as the project progresses further
into the project development phase.
• Paul Atkinson (NCDOT Hydraulics) stated there will be need to be FEMA involvement for the floodplain
crossing.
Proiect Schedule
Mr. Mclnnis provided the following schedule for the project:
• Concurrence Point 1 Meeting (Purpose and Need) - March 2017
• Local Officials Informational Meeting and Initial Public Meeting - September 2017
• Concurrence Point 2 Meeting (Detailed Study Alternatives) - November 2017
Natural systems field surveys will occur after Concurrence Point 2. The Team will use existing GIS data for the CP1
and CP2 meetings.
Consultants
The consultants that will be involved in Task Order #2 are as follows:
• Roadway Design — Mott McDonald as a subconsultant to Three Oaks Engineering
• NEPA Document — Three Oaks Engineering
• Natural Environment — Three Oaks through their existing on-call contract with the Natural Environment
Section (NES) of NCDOT
• Capacity Analysis —Mott McDonald
• Hydraulics — Ecological Engineering
• Traffic Forecast — being handled in-house at NCDOT, scheduled completion date is 10/31116
Action Items:
