Cedar Grove Bank Parcel Credit Release - Task 8 partial
Dear Mr. Breslow:
On September 18, 2018, the Division of Water Resources (DWR) received a Year 4 Monitoring
Report from Resource Environmental Solutions, LLC (RES) on behalf of Environmental Banc &
Exchange, LLC (EBX), for the subject site. With exception of Plot #6, vegetation data results
showed stem densities higher than the required 320 stems/acre throughout the site.
Additionally, no concerns with invasive species or encroachment within the easement
boundary were noted. A proposal to plant in and around Plot #6 in the Winter was provided in
the report and is supported by DWR.
On December 5, 2017, DWR received a continuation certificate for performance bond
(#RLB0016052) issued to EBX in the amount of $40,000.00 to cover monitoring and
maintenance at the subject site. This bond expires on December 31, 2018. When DWR has
received confirmation of renewal of the subject bond for another year, the remainder 2.5%
of this credit release will be issued.
According to the UMBI signed on February 10, 2012, the following Project Milestones have
been partially met, and the corresponding credits shall be released:

By copy of this correspondence, DWR confirms that you have partially satisfied the above
requirements for the above -referenced tract and 2.5% of your Neuse riparian buffer
credits (0.025 x 640,486 ftz = 16,012.15 ft2) are available to sell. Additionally, 2.5% of
your nitrogen nutrient offset credits (0.025 x 55,052.541b -N =1,376.31 lb -N) are available

to sell. Lastly, 2.5% of your phosphorous nutrient offset credits (0.025 x 3,545.81 lb -P =
88.65 lb -P) are available to sell.
Please note that nutrient offset credits generated at this site must be used for
impacts in HUC 03020201 of the Neuse River Basin which includes only the Upper
and Lower Falls Watersheds as defined in 15A NCAC 02B.0276. Additionally, the
riparian buffer credits must be used for impacts in the Neuse River Basin according
to guidelines in the Consolidated Buffer Mitigation Rule, 15A NCAC 02B.0295, which
became effective on November 1, 2015.
