This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0004464. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". There were no significant issues or findings noted during the inspection and therefore, a response to this inspection report is not required. However, we would like to be notified when the Phase I Improvements have been installed. Ms. Juanita James assisted with the inspection. The inspection was conducted to determine the status of the Phase I upgrades included in the AtoC issued in December 2017. The Phase I improvements (new chlorine contact chamber with baffles and a 4-tablet de-chlorination tank [2'x 2'x 2']) have not been installed. According to Juanita James, the installer is waiting on design drawings. Improvements are expected to be installed by October 31, 2018. Excessive solids were observed floating on the clarifier. The second phase of upgrades will include an EQ basin and digester which should help with the solids management. Installation is expected during fiscal year 2019. Is scum removal adequate? Is the site free of excessive floating sludge? Is the drive unit operational? Is the return rate acceptable (low turbulence)? Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) The sludge blanket measurement at the time of inspection was 4 ft.
