Reference: SR 1508 (Hickory Tree Road) Widening — Jurisdictional Delineation
Please iind the attached Preliminary Jurisdictional Determination Packet for NCDOT STIP Project
No. U-5786 in Davidson County, NC. The North Carolina Department of Transportation (NCDOT)
is considering options to improve traffic operations to relieve congestion and safety issues along
SR 1508 (Hickory Tree Road). Project U-5786 proposes to focus on the South Village Drive and
N. NC Highway 150 intersection (along N NC Highway 150), traversing along SR 1508 (Hickory
Tree Rd) to the SR 1508 (Hickory Tree Rd) and Old US Highway 52 intersection.
The project study area is located in the northern portion of Davidson County and lies within the
Piedmont Physiographic Province. The project study area is characterized by rolling hills and well-
defined stream valleys with broad, flat interstream divides. Land use in the vicinity of the project
study area consists primarily of commercial developments along N NG150 and SR 1508 (Old
Hickory Road) interspersed with residential developments and managed lands.
Due to multiple expansions of the project study area, the site was evaluated for potential
jurisdictional waters on September 6 and 11, 2017; November 28, 2017; January 24, March 7, and
October 3, 2018. An overview of the potential jurisdictional waters delineated within the project
area, their classification, and lengths are presented in Tables 1 and 2 at the end of this letter. The
location of all potential jurisdictional features is presented in the attached jurisdictional maps.
No streams were identified within the project study area.
One pond (Pond A) was delineated within the project study area. The pond is isolated and lacks a
connection to any stream and wetland features within the project study area.
One wetland (0.303 acres) was found on the eastern end of the project. The wetland is located in a
low spot where drainage is restricted under Hickory Tree Road. The trees have been removed in

the area and the wetland is dominated by lamp rush, many-spike flat sedge, and woolgrass. The
wetland is classified as a headwater forest wetland under NCWAM under the assumption that if
natural vegetation conditions were allowed to occur that the area would consist of woody
vegetation. The area drains under Hickory Tree Road into a ditch that eventually becomes a stream
beyond the project area.
Within the project area, the flag locations of wetlands and ponds were surveyed using a sub-meter
GPS unit. Potential jurisdictional waters extents are shown on the attached jurisdictional
delineation map.
The attachments contain a Jurisdictional Determination Request form, a Preliminary Jurisdictional
Determination form, maps and wetland data forms.
