Dear Mr. Poupart:
On June 18th, 2018, Duke Energy Carolinas, LLC (Duke Energy) provided notification that
discharge of interstitial water was commencing at the subject facility. This notification was
submitted in accordance with the terms of the facility's NPDES permit. Duke Energy hereby
submits notice that a new treatment system is being installed to treat interstitial water for release.
We anticipate that the new system will produce effluent similar to the previous supplemental
treatment system described in the June 18th letter. The new system will also allow for a higher flow
volume to be treated. The new system will be capable of treating 750 gpm (1.08 MGD if used
continuous for a 24 hour day). This flow volume is significantly less than the 1.5 MGD used by the
Division in permitting and Reasonable Potential Analysis calculations.
The purpose of this letter is to provide notification of the planned temporary changes and a
description of this additional treatment process for your information and files. Duke Energy plans
to begin release of this water on November 1, 2018. This letter serves as both our submittal of
plans describing the treatment technologies but also our required notification at least one week
prior to commencement of the discharge found in Section A.(4) on page 8 of 22 of our NPDES
permit.
As you are aware, the historic wastewater treatment system for wastewater flows from Dan River's
former coal generating facility consist of sedimentation and neutralization process provided by
the two site ash basins. That wastewater treatment system will be temporarily supplemented to
include the following additional treatment:
• Reaction tank for chemical addition and equalization (oxidation & pH adjustment)
• RapidsandTM ballasted flocculating clarifier
• Horizontal pressure filter
The treated effluent from the expanded wastewater treatment system will be routed to Dan
River through temporary piping to the permitted outfall 002 location. Any process wastes flows
(such backwash processes) resulting from this additional treatment will be recycled to the ash basin.
Sludge will be collected and properly disposed of in the onsite landfill. The vendor selected to
provide the temporary units will be providing additional operational support staff for the

treatment equipment. SDS sheets for chemicals proposed to be used in the process are attached to this
submittal along with a simplified process flow diagram.
In accordance with NCGS 143-215(a6) and because all activity is authorized under the facility's
existing NPDES permit, no authorization to construct is required to be issued before the
temporary systems can be utilized and no NPDES permit modification is necessary.
