This facility is located in the Yadkin-Pee Dee River Basin and maintains one outfall 001. The plants influent is comprised of 100%domestic wastewater. The facility discharges into a zero- flow stream. The outfall is located in an unnamed tributary to Caraway Creek, which is classified as a C stream. The facility is a Grade 11. TOXICITY TESTING: Current Requirement: The facility has an ammonia limit therefore the chronic toxicity requirement is waived. Recommended Requirement:No changes. COMPLIANCE SUMMARY: No major concerns. No Enforcements since 2008. 3 NODs in 2017 but reason not noted in BIMS. 1 NOV in 2015 monitoring violation weekly pH. INSTREAM MONITORING: The facility is currently required to monitor upstream at least 100 feet from the outfall and downstream 300 feet from the outfall 001. The future outfall will be upstream 75 feet from the outfall and downstream 100 feet from outfall 100. Instream monitoring is required for Dissolved oxygen Temperature CURRENT CHANGES: ➢ Language has been added to Footnote 3 in Section A. (L) for Total Residual Chlorine which states the TRC limit and monitoring requirements only apply if the facility adds chlorine or chlorine derivatives to water that is eventually discharged. This includes the addition of the future outfall to the map and to Footnote 2 in Section A. RECENT TECHNICAL CHANGES: • Technical correction was issued on July 26,2018. Stated:A future outfall[Lat:35°50'34.5",Long: 79°54'5 1.11 has been added to the map.Permittee shall continue discharging through the existing Outfall. Upon receiving Authorization to Construct(s), construct and after submittal of the Engineer's Certification, the Permittee is allowed to eliminate the existing outfall and discharge through the new outfall. • Footnote 2 in Section A. (1.)has been revised to add upstream and downstream sampling locations for the future outfall. • Revised Section A. (1.)page 3 of 6. • Attach the map identifying the proposed future outfall. COMMENTS RECEIVED Received on August 3,2018,a letter from NC Land Lease LLC,requesting several changes to the permit. They note the Outfall 001 location to be adjusted,which was done in the technical correction issued on July 26,2018. UV disinfection is planned, so asking for TRC to be removed from the monitoring system following completion of the new system. Ask to add a new weekly monitoring condition requiring a verification of the UV lamp indicator port(indicating operation). Asked Daily monitoring be changed to weekly. Asking for BODS,TSS,NH3-N,and Fecal Coliform to be reduced to Monthly. Permittee states they are willing to add weekly Turbidity monitoring. The reason for request as stated is to reduce financial burden on the system operation. DWR Response to Permittees'requests: Stated in Draft Cover Letter dated August 15,2018. TRC: Added to the TRC footnote,"TRC: Limit and monitoring requirements only apply if the facility adds chlorine or chlorine derivatives to water that is eventually discharged." According to 15A NCAC 02B .0508,Tests and Measurements Applicable to SICS, SIC Code 4952,in the category"wastewater and all facilities discharging primarily domestic wastewater",certain monitoring frequencies are required for a Grade II facility that is Water Quality Limited. The current permit parameters reflect these requirements,and cannot be changed.
