This permit, issued on May 5, 2006 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may
be subject to fines, imprisonment or civil action; or may cause the permit to be null and void.
Upland Development
1) .:,.:;:; specifically altered herein, this permit authorizes only those activities associated with the
grading, demolition, and re-construction of the Town of Morehead City's Municipal Wastewater
Treatment Plant located adjacent to Calico Creek, off Treatment Plant Rd., all as expressly and
specifically set forth in the permit application and depicted on the attached workplan drawings. Any
additional land disturbing activities and/or construction shall require a modification of this permit.
2) Shellfish Sanitation and Recreational Water Quality shall be contacted immediately at 252-726-7021
upon any release into adjacent waters, of raw or partially treated sewage, should one occur. Failure to
contact Shellfish Sanitation immediately following an accidental release of raw or partially treated
sewage may result in a violation of this permit.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit shall be accessible on-site to Department
personnel when the project is inspected for compliance.
Any maintenance work or project modification not covered
hereunder requires further Division approval.
All work shall cease when the permit expires on
December 31, 2009

Stormwater Management
5) The N.C. Division of Water Quality approved this project under stormwater management rules of the
Environmental Management Commission under Stormwater Permit No. SW8060239, which was issued
on 3/9/06. Any violation of the permit approved by the DWQ will be considered a violation of this
CAMA permit.
General
6) Any building constructed shall comply with the North Carolina Building Code and the local flood
damage prevention ordinance as required by the National Flood Insurance Program.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required, including any required authorization from the
Division of Environmental Health.
NOTE: Future development of the permittee's property may require a modification of this permit.
Contact a representative of the Division at (252) 808-2808 prior to the commencement of any
such activity for this determination. The permittee is further advised that many non-water
dependent activities are not authorized within 30 feet of the normal high water level.
NOTE: The N.C. Division of Water Quality has assigned the proposed project DWQ Project No.
060527.

9) Narrative Description:
The project is located at the existing wastewater treatment plant in the Town of Morehead City,
Carteret County at the end of Treatment Plant Rd. Treatment Plant Rd. is found by taking a left on to
Mayberry Loop Rd. off of N. 20`h St. Calico Creek borders the site along the southwest property line.
This property is 16 acres in size and ranges from 0' to 7' above NHW. Currently on the *site there
exists the Morehead City municipal wastewater treatment plant. All roads and utilities along with
discharge pipes that serve the plant are in place. Running along the southwest side of the site is
Calico Creek. Between the creek and the shore there is a fringe of Smooth Cordgrass (SSpartina
alterniflora) that is approximately 100' wide. The shore then transitions to a thin fringe of high
coastal marsh and Section 404 wetlands. The vegetation on the high.ground area includes; Live Oak
(Quercus vir ing iana), Sweet Gum (Liquidambar stryciflua), Loblolly Pine (Pinus taeda) and Wax
Myrtle (Myrica cerifera). Most of the high ground is graded and planted with grass. Residential
neighborhoods border the property on either side.
The Division of Water Quality classifies Calico Creek as SA. This area of the creek is a Primary
Nursery Area but is. not open to the taking of shellfish. Carteret County's Land Use Plan dated
1996 classifies this area as Developed and Conservation within the AEC's. There are no shellfish .
leases in this area. The. applicant applied for a sedimentation contibl plan through the Division of
Land Resources on 1/17/06. A site development plan was submitted to the Division of
Environmental Management on 12/23/05.
10) Project Description:
The Town of Morehead City is proposing a renovation of its existing wastewater treatment plant.
The project proposes to construct new plant structures and demolish some existing structures. All
work would be done at the existing plant site.
During the renovation of the wastewater treatment plant the following components and buildings will
be constructed, eventually becoming the new treatment facility;
-Aerated grit removal structure (18'X18'X16'tall)
-Dual oxidation diteches (310'X130'X16'tall)
-Dual secondary clarifers (70' dia X 3' above ground)
-Dual tertiary filters (70'X44'X4' above ground)
-Dual chlorine contact and post aeration chambers (43'X60'X5' above ground)
-Influent Pump Station (18'X28')
-Sludge Return Pump Station (18'X34')
-Electrical Building (18'X29')
-Chlorination/De-Chlorination Building (30'X30')
-Sludge Storage Building (100'X180')
This process will disturb a maximum of 14 acres. The project would result in a total of 6.19%
impervious area within the 75' Estuarine Shoreline AEC. Once the new structures are operational,
the older structures would then be taken off line and demolished.

10. Anticipated Impacts:
The Morehead City municipal wastewater treatment plant would provide additional capacity to
the City's sewer system. The existing discharge pipes would be used and there is no proposed
development in or over coastal wetlands so no disturbance to coastal wetlands is expected.
Appropriate sedimentation and erosion control measures will be employed during construction to
prevent runoff during.ground disturbing activities. Impervious area within the Estuarine
Shoreline AEC will increase from 3.71% to 6.19%. Impervious area on the entire site will
increase from 6.35% to 12.61%
