between SE 78`x' Street and SE 79'' Street. The sewer extension would provide sanitary sewer to nine, single -family
residences.

9. PROJECT DESCRIPTION
The applicant has requested that the attached application be processed under the Express Permit Review
Program.
The project site is located along East Beach Drive, between SE 78"' Street and SE 79"' Street, adjacent to the Atlantic
Ocean, in The Town of Oak Island, Brunswick County. To find the property, take N.C. Highway 17 south from
Wilmington and turn left on N.C. Highway 87. Head south on N.C. Highway 87 and turn right onto E. Oak
Island/Yaupon Drive. Travel w,;st approximately 0.5 miles and turn left onto SE 78"' Street. The subject property is
located on the left hand side of Each Beach Drive. The subject site is bordered by residential properties.
The project area is essentially located within the road right-of-way of East Beach Drive. The area is comprised
primarily of mostly lawn grasses and is bordered by species such as Live Oak (Quercus laurifolia) and Southern
Wax Myrtle ('6lerica cerifera). Other utilities are located within the road right-of-way of East Beach Drive.
The waters of the Atlantic Ocean are classified "SB" by the Division of Water Quality. The area is NOT
designated as a Primary Nursery Area by the Division of Marine Fisheries. According to maps provided by the
Shellfish Sanitation Section the area is NOT open to the harvesting of shellfish.
The long-term average annual erosion rate for this area of Oak Island is 4 feet/year. The 100-year storm recession line
for this area is 300', creating a total Ocean Erodible Area AEC of 525'. An Area of Environmental Concern (AEC)
hazard Notice was provided to the applicant, informing him that the project site is located in the Ocean Erodible Area
and High Hazard Flood Area. Studies indicate that the shoreline could move as much as 300' landward during a major
storm event. Flood waters associated with a major storm could potentially reach 18' in the area surrounding the project
site. According to the survey provided by the applicant, the First Line of Stable Vegetation is located approximately
135' south of the southern most property line.
PROPOSED PROJECT
The applicant is proposing to install an 8" x 175' sewer line to service five Lots located on the eastern and western
side of East Beach Drive. A sewer line would run from east to west along the southern shoulder of East Beach
Drive, within the road right-of-way. The line would connect to the terminal end of the existing main line located at
the end of 79"' Street. The sewer line extension would begin at the intersection of SE 79t" Street and East Beach
Drive and would extend towards the west before terminating at the intersection of SE 78 Street and East Beach
Drive. A 3' wide x 4' deep x 175' long trench would be excavated for installation of the sewer line. Ten individual
taps have also been included in the application package. The taps would provide sanitary sewer for ten single-
family residences. Six taps would be installed on the southern side of East Beach Drive and four on the northern
side. The main sewer line would be located outside of the 60' small structure setback, but within the 225' large
structure setback. The applicant has received approval from the Division of Water Quality, under Permit#
WQ0024127, for extension of the sewer line. Additionally, the applicant has received approval from the Town of
Oak Island for allocation of wastewater for the proposed residence located at 7709 East Beach Drive.
10. ANTICIPATED IMPACTS
The initial construction would result in the disturbance of approximately 1,410 sq. ft. of high ground. According to
the Division of Water Quality, the applicant has received approval for a sewer line extension, under Permit #
WQ0024127.
