Expedited permits are generally simple 100% domestics (e.g., schools, mobile home parks, etc) that can be administratively renewed with minor changes, but can include facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing, instream monitoring, compliance concerns). (5) for instructions should the facility's permitted UV disinfection system fail and an alternate means of disinfection is required" as renewal application indicated that gas chlorine disinfection is used. • Added "All samples shall be from a representative discharge event" under effluent table in A(1) to match language used in other permits • Updated A(2) to reflect monthly monitoring • Removed former A(5) Temporary Means of Disinfection as facility does not use UV disinfection, but uses chlorine gas disinfection Changes from draft to final: • Facility class updated from WW-2 to WW-3 per Wastewater Operator Certification Group comments (see below) • Based on new classification, the following changes were made per 15A NCAC 02B .0508: o DO upstream and downstream monitoring altered to reflect to 3/week sampling during June -September and weekly sampling October -May o DO effluent monitoring increased to 3/week o Temperature upstream and downstream monitoring altered to reflect to 3/week sampling during June -September and weekly sampling October - May o TRC monitoring increased to 3/week o pH monitoring increased to 3/week o BOD monitoring increased to 3/week o TSS monitoring increased to 3/week o NH3 as N monitoring increased to 3/week o Fecal coliform monitoring increased to 3/week Comments received on draft permit: • Maureen Kinney (Wastewater Operator Certification Group; via email 6/28/18): o Will need to be reclassified to WW-3 due to the phosphorus nutrient limit. o Maureen comments to WaRO (via email 6/28/18): I noticed this WW-2 classified facility has a Phosphorus Limit wouldn't that bump it to a WW- 3 with a nutrient limit? o WaRO response to Maureen (Robbie Bullock via email 6/28/18): That is correct. Currently, their backup is a grade 1 and he will need to be a grade 2.
