MEMORANDUM TO:
FROM:
EUGENE A. CONTI, JR.
SCRETARY
December 3, 2012
Ronnie Smith, USACE
Amy James, NCDOT Natural Environment Section
SUBJECT: Site visit and final JD request for the widening of NC 24/27
between Albemarle and Troy (TIP's R-2530B, B-4974, and R-
2527) in Stanly and Montgomery Counties.
REFERENCE: R-2530B, B-4974, and R-2527 Environmental Assessment (EA),
dated December 2011.
This memo is to request a site visit and ultimately a final JD for R-2530B, B-4974, and R-2527.
In preparing new wetland forms for the Eastern Mountains and Piedmont Supplement, the status
of several wetlands, streams, and other linear features appear to have changed from the original
field work. These potential changes are summarized for each project in the tables below. The
site names are taken from the EA (see tables 11 through 16) and the location denotes the EA
figure where each feature is pictured.
R-2530B:
Site Name Location Status Chan e
St-F Figure 4B That part of St-F paralleling the road on its south side
appeared ephemeral (did not score), definitely not perennial.
St-G Figure 4B Appeared ephemeral (did not score), not intermittent
St-L Figure 4C Scored out ephemeral (11.75); `ditch' feature across the
road not jurisdictional.
St-DD Figure 4C Scored out ephemeral (17)
`Ditch' Figure 4C Located across from St-O—not a jurisdictional feature
`No Data' Figure 4D&4F The `No Data' line near St-P is an ephemeral feature (not
scored; appeared to be an old ditch/fire line)
St-P Figure 4D&4F Scored out ephemeral (14)
St-AA Figure 4D&4F This feature scored a 13 originally, not sure why it was left
in the wet file—a field visit confirmed that feature is
ephemeral.
W 19 Figure 4D&4F Soils not hydric (chroma too high), no obvious wetland
plants or signs of hydrology.

B-4974:
Site Name Location Status Chan e
St-Z Figure 4D&4F This feature scored a 4 originally, not sure why it was left in
the wet file—a field visit confrmed that feature is
ephemeral.
`No Data' Figure 4E&4G The `No Data' line east of the river (near Uwharrie Marine)
scored out as an intermittent stream (26)
R-2527:
Site Name Location Status Chan e
SK Figure 4H Scored out ephemeral (15)
SM-1(just Figure 4I The SM-1 depicted on the map crossing the road is not a
called SM on jurisdictional feature; the `real' SM-1 originates from WR,
map) crosses the road just south of it and joins a larger stream
(SM-2) on the other side.
WU-2 (just Figure 4J Did not appear to be a wetland—soils had a low chroma
called WiJ on (high value) with no redox features, no signs of hydrology
the map) other than `geomorphic position', and no dominant OBL or
FACW plant species (high prevalence of white oak, a
FACU species).
WJJ Figure 4K Appeared to be a vegetated, shallow ditch. Need
confirmation from you whether you want to keep it.
WNN Figure 4K Wetland on west side of SF-A did not appear to be a
wetland—soils had a low chroma (high value), no
hydrology, and no dominant OBL or FACW species.
Wetland on east side is more questionable—did not meet
hydric soils in the upper six inches, though more wetland
species are present (alder). Need your opinion.
SF-A1 (not Figure 4K SF-A1 (flows into SF-A) scored out intermittent (19.5), not
labeled on perennial as indicated. Also, cut off the section going
map) through the eastern portion of WNN (obviously dug out
ditch).
NSW1 Figure 4L&4M Scored out ephemeral (10)
WEE (north Figure 4L&4M Did not appear to be a wetland—soils had a low chroma
of road) (high value) with no redox features and no dominant OBL
or FACW species (you could possibly argue hydrology with
`geomorphic position' and `drainage patterns').
SES 1&SEW 1 Figure 4L (on NC Stream portion appeared to be a ditch (did not score),
109) though you could argue keeping the wetland portion. Need
confirmation from you whether you want to keep these.
WCC Figure 4M WCC on north side of road part of perennial stream channel
(SY-B); WCC on south side did not meet hydric soil criteria
(4/1 color with no redox features for first 8").
Attached to this memo are updated wetland forms and stream forms for those features that were
re-scored. Rapanos forms will be completed after the field visit.
