Attached is our determination of wetland, stream and buffer mitigation credits for the site based on the 5 -year monitoring program and the mitigation ratios specified in the 404 permit. Also attached is the mitigation ledger as of 8/24/17, as required by Condition N of the 404 permit, updated to incorporate the Bay City Farm wetland, stream and buffer mitigation credits shown in the attached credit calculations. I am now requesting written approval of the successful completion of the mitigation site and the attached credit calculations. I will explain the ** footnote at the bottom of the mitigation ledger table which references mitigation linear feet needed after adjustments to stream quality (1:1 for poor/fair, 2:1 for good, and 3:1 for excellent). During the Environmental Impact Statement process, CZR Incorporated biologists utilized the Corps and DWR (DWQ) stream rating forms and scored stream segments along every intermittent and perennial stream on the NCPC, Bonnerton and South of 33 tracts, and determined the linear foot lengths of each of the segments. The rating scores were used in conjunction with field observations of physical stream features (channelized, incised, natural, channel poorly defined, etc.), to divide stream segments into the poor/fair, good and excellent categories. These lengths were then multiplied by either 1:1, 2:1 or 3:1 to determine the Stream Impact numbers in the mitigation ledger table. Vegetation: Overall Site 331 tpa of planted trees after 5 years Hydrology: • Nonriparian restoration: 48 of 50 wells > 6.0% hydrology over 4 normal or below normal years. The two wells <6.0% were intentionally located to measure the drainage effect of the roadside ditch along SR 1002. This width and acreage has been pulled out of the success area. Bay City Farm 501.66 acres @ 2:1= 250.83 credits plus Hollowell 5.92 acres @2:1= 2.96 credits. 250.83 + 2.96 = 253.79 credits. • Riparian restoration: 10 of 10 wells > 8.2% hydrology over 5 normal or below normal years, with 8 of 10 > 12.5% over 5 years. Bay City Farm Headwater Stream Valley 32.29 acres @ 2:1 = 16.15 credits. • Wetland enhancement: Northeast corner of Hollowell former agricultural field 3.30 acres @ 3:1= 1.10 credits, and Hollowell headwater stream valley 3.63 acres @ 3:1 = 1.21 credits. 1.10 + 1.21= 2.31 credits. • Wetland preservation: Bay City Farm 49.10 acres @ 8:1 = 6.14 credits, plus Hollowell 48.61 acres @ 8:1= 6.08 credits. 6.14 + 6.08 =12.22 credits. TOTAL WETLAND CREDITS: 284.47 (Note that wetland mitigation requirements in the 404 permit and the 401 WQC were only for total wetlands, and did not require separate accounting for riparian vs. nonriparian wetlands). The main restoration earthwork at Bay City Farm occurred between August 2007 and March 2008. These mitigation activities were permitted under US Army Corps of Engineers (Corps) Nationwide Permit 27 dated 27 July 2007 (Action ID No. SAW -2007- 01848), NC Division of Water Quality 401 Water Quality Certification dated 24 July 2007 (Project # 07-1012 and as modified by # 2008-0868) (copies of these materials are in Supporting Document A of the Bay City As -Built Report, CZR 2009a), and Division of Land Resources Erosion and Sediment Control Plan dated 27 August 2007 (Beauf- 2008-007). Additional remedial earthwork to reduce elevations of linear hummocks occurred during August and September 2008. All earthwork was performed by Sawyer's Land Developing, Inc. under the supervision of PCS Phosphate Company Inc. (PCS), Jonathan T. Ricketts, Inc., the design engineer, and CZR Incorporated (CZR), the environmental consultants. This mitigation site is proposed as part of compensatory mitigation for impacts to wetlands associated with the PCS mine continuation authorized by Corps Action ID No. SAW -2001-10096. The site is monitored by CZR. 1.2 Location. The Bay City Farm project site is owned by PCS and is located on the west side of Bay City Road (SR 1002) approximately 4 miles south of the Town of Aurora, Richland Township, Beaufort County, North Carolina and occurs on the USGS Bayboro quadrangle (Figure 1). The approximate center of the site lies at latitude +35.241158 and longitude -76.787764 (35.14.25 degrees north, 76.46.41 degrees west). The mitigation site is comprised of the 72 -acre Hollowell Tract (forested portion on the north side of the property) and the 640 -acre Bay City Tract (prior converted agricultural fields and a forested wetland north and northeast of the concrete pads). The western boundary of the Hollowell portion of the site borders the east side of South Creek, and Gum Swamp Run drains through the northeast corner of both parcels to South Creek. The site is located within the South Creek subbasin of the Pamlico Hydrologic Unit 03020104 in the Tar -Pamlico River Basin. 1.3 Goals of the Project. As estimated in the 2008 PCS Final Environmental Impact Statement (FEIS) mitigation plan (US Army Corps of Engineers 2008a, Volume III- Appendix 1), the purpose of restoration activities at Bay City Farm is to successfully restore approximately: 529 acres of non -riparian wet hardwood flat, 25 acres of riparian wetland, 3,000 linear feet of riparian coastal headwater valley stream system, 11 acres of existing wooded parcel, 7 acres of riparian buffer, and preserve approximately: 12 acres of riparian wetland (preservation/enhancement) and 107 acres of wetland hardwood forest.
