PROJECT DESCRIPTION Billy Farrington, representing Crew Drive, LLC, has requested that the attached application be processed under the Express Permit Review Program. The applicant's project is located at 9020 Crew Drive, adjacent to Bogue Sound, in the Town of Emerald Isle, Carteret County. To find the property, take Highway 24 west from Morehead City towards Cape Carteret. Turn left onto Highway 58 and travel across the Emerald Isle high-rise bridge. Turn left at the first red light past the bridge (intersection of NC Highway 58 and Coast Guard Road) and the property will be located on the left hand side of the road approximately 0.1 miles. The subject site is bordered by residential properties to the cast and by the Town of Emerald Isle to the west. The subject property is approximately 13.17 acres with roughly 600 linear feet of shoreline along Bogue Sound (the northern property line). The site previously operated as the Bridgeview Camp Ground and RV Park. All structures on the property, with the exception of the asphalt drives, boat ramp and maintenance building, have been demolished and removed from site. Elevations at the site range from 4' to 30' above Mean High Water (MIJW). High-ground vegetation on the tract consists primarily of Long Leaf Pine, Live Oak, Cedar and Red Maple. Most of the under story vegetation has been cleared, however there is a small stand of vegetation along the waters edge that consists of Wax Myrtle, Yaupon, and Red Bay. There is a limited amount of transitional species on the property due to the sharp contour elevation along the southern property line, however species such as: Sea Oxeye (Borrichiafi'viescens), Common Reed (Fragmites australis) and Grounsel-bush (Baccharus halimi olia) are located along the upper edge of the coastal wetlands. High coastal marsh vegetation, including, Black Necdle Rush (Juncus roemarianus), Spike Grass (Divaichlis s picata , and Salt Meadow Grass ( Partina patens) complete the transition to the waters edge where Smooth Cordgrass Marsh (Spartina alternillora) is the predominant species. The marsh area adjacent to the site ranges in width from approximately 30 to 100 feet. The waters of Bogue Sound, adjacent to the project site, are classified as SA-ORW by the North Carolina Division of Water Quality. The area is NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. According to the Division of Environmental Health, Shellfish Sanitation Section, this area of Bogue Sound is OPEN to the harvesting of shellfish. PROPOSED PROJECT The applicant proposes to construct a 31-lot residential subdivision including roads, utilities, boat ramp improvements and stormwater swales. Starting from Crew Drive and working north towards Bogue Sound, the applicant proposes to construct an entrance/exit drive (Sunset Landing Court). Sunset Landing Court would extend in a northerly direction and terminate in a turn around cul-de-sac, just east of the existing boat ramp. Sunrise Court would be located on the Nvestcm side of Sunset Landing Court and would provide access to several interior lots. The proposed asphalt roads would be located within a 40-foot right-of-way and would consist of 20-foot wide paved asphalt travel lanes with 5-foot drainage swales on each side of the road. The applicant is also proposing to grade several areas within the property boundaries to create six stormwater drainage swales, with sediment traps and check dams, for the collection and diversion of stormwater run-off into the "404 type" wetlands pond (labeled as Wetlands "A" on the U.S. COE approved wetlands survey), located in the center of the property. According to the application, no structures are proposed within the 30' coastal shoreline buffer. The applicant has proposed to fill a small area of Section "404 type" wetlands for driveway construction. Approximately 434 sq. ft. of Section "404 type" wetlands would be filled adjacent to Sunset Landing Court, between Lots 4 and 5. Fill material placed within the "isolated" wetlands pocket would come from onsite grading activities. The proposed wetlands fill area would be located outside of the 575 feet Estuarine Shoreline Area of Environmental Concern. Crew Drive, LLC Page Three According to the application package, access to the existing boat ramp would be improved by the construction of two concrete travel lanes, each measuring 2 feet in width and 160 feet in length. The boat ramp travel lanes would begin along the terminal end of Sunset Landing Court, between Lots 18 and 19, and extend in a northerly direction. The proposed travel lanes would end along the upland side of the existing boat ramp, outside of the 30' coastal shoreline buffer. No other improvements are proposed in/or adjacent to the ramp launching area. The applicant has indicated that sewer would be provided by on-site systems and water would be provided by Boguc Banks water system. The applicant has submitted an Express Low-Density Stormwater Permit application to the North Carolina Division of Water Quality. The Express Stormwater permit application is currently in review, under project number SW8060208. The applicant has also submitted, and obtained approval of a Sedimentation and Erosion Control Plan (SECP) from the Division of Land Quality. The plan was approved on 1/31/06, and was issued under Carte-2006- 243. 10. ANTICIPATED IMPACTS: The initial gading of the property would result in the disturbance of approximately 566,280 sq. ft. (13.0 acres) of high ground. The proposed driveway construction would result in the filling of approximately 434 sq. ft. of Section "404 type" wetlands. The construction of the road infrastructure and boat ramp lane would result in the creation of approximately 42,315 sq. ft. of impervious coverage. No impacts are proposed within the 30' coastal shoreline buffer, coastal wetlands or surface waters.
