PROJECT DESCRIPTION: The applicant has requested that the subject CAMA Major Permit Application be processed under the Express Review Permitting Program. The project site is located at 405 Canal Drive, adjacent to the Carolina Beach Yacht Basin, in Carolina Beach, New Hanover Co. The lot is approximately 0.069 acres with 50 'of shoreline frontage. The lot averages 3'-5'above mean sea level and the shoreline is stabilized by a bulkhead. The property is currently undeveloped and there is little vegetation on the site (lawn grass only). Because of the irregular configuration of the shoreline, there is a stand of Smooth Cordgrass Marsh (Spartina alterniflora) located adjacent to the bulkhead. This section of wetlands extends approximately 40' waterward of the bulkhead and spans the width of the property. The waters of the Carolina Beach Yacht Basin that are adjacent to the project site, are classified as SB by the North Carolina Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries, and they are CLOSED to the harvest of shellfish. A CAMA General permit (#43244) was recently issued for the construction of the proposed pier and one of the proposed floating docks. The applicant is applying for a CAMA Major Development Permit because he plans to exceed the 2-vessel criteria, authorized under the CAMA General Permit. PROPOSED PROJECT The applicant proposes to construct a pier and docking facility adjacent to the property. The pier (6' x 58') would extend from the northern side of the property, adjacent to the bulkhead. The pier would span in a westerly direction. A 6' x 22' floating dock would be constructed at the terminal end of the pier and run parallel to the shoreline. The 6' x 22' floating section would provide access to a 3' x 30' finger pier that would span in the same alignment as the pier. A second floating finger dock (3' x 24') would be constructed on the southern side of the docking facility and would also extend in a westerly direction. The proposed docking system would provide dockage/storage space for up to four (4) vessels. Water depths in the vicinity of the floating dock range from -2.0' to -11.0' relative to Mean Low Water (MLW) According to the work plat drawings provided by the applicant's agent, the proposed structure would encroach into the adjacent areas of riparian access, both to the north and south The applicant has provided written agreements from both adjoining neighbors authorizing the encroachment. Additionally, as proposed the pier and docking facility would not extend beyond the established pier length or Carolina Beach pier head-line. 10. ANTICIPATED IMPACTS The proposed pier and floating dock system would incorporate approximately 642 square feet of estuarine waters and public trust area. The proposed structure would be consistent with the Town of Carolina Beach Pier Head-Line. Minor increases in turbidity should be expected during construction.
