PROTECT DESCRIPTION The project site is located at corner of Sunset Blvd. North (NCSR 1172) and West Canal Avenue, adjacent to the Sunset Beach drawbridge and the Atlantic Intracoastal Waterway, on the mainland side of Sunset Beach, in Brunswick County. Directions from US-17 south are as follows: turn left onto NC-904 to Sunset Blvd. North (NCSR 1172), turn right onto Sunset Blvd. North to West Canal Avenue. The subject property is located on left at the southwest corner of Sunset Blvd. North and West Canal Avenue. The project site consists of two combined lots totaling approximately 1.1 acres with 181 feet of shoreline frontage. It is bordered by the AIWW to the south, West Canal Avenue to the north and Sunset Blvd/ SR 1172 to the east. The property has an average elevation of approximately 15 feet above mean sea level. High ground vegetation consists of lawn grasses and hardwood species including Oak, Cedar and Pine. Waterward of the upland vegetation is an area of high marsh measuring approximately 15' to 20' in width consisting of mixed coastal wetlands and "404 type" vegetation, which includes Wax Myrtle (11yrica cerifera L.), Sea Oxeye (Borrichia fr•utescens), Spike Grass (Distichlis spicata), Black Needle Rush (Juncus Roenzerianus). There is a band of low marsh measuring approximately 25' to 30' in width, which consists primarily of Smooth Cordgrass (Spartina alternifora). There is a new bulkhead which was recently constructed under General Permit #42836-D issued on 09/28/05 which is located landward the coastal and "404" wetlands. The waters of the Atlantic Intracoastal Waterway are classified "SA" by the North Carolina Division of Water Quality. The area is designated as a Primary Nursery Area by the North Carolina Marine Fisheries Commission and it is closed to the harvesting of shellfish. PROPOSED PROJECT The applicant is proposing to construct a private seven (7) slip pier system to serve a proposed seven- unit condominium complex. The proposed condominium complex is shown to be located landward of the 75' Estuarine Shoreline Area of Environmental Concern (AEC). As proposed, the pier system would consist of a 6' wide pier extending from the bulkhead near the southwestern shoreline. The pier would cross approximately 49' of coastal wetlands, continue an additional 60' into open water of the AIWW. Connected to this pier, approximately 28' from the terminal end, would be a fixed pier approximately 5' wide extending approximately 87'6" in an easterly direction parallel to the AIWW. Connected to this pier would be three (3'6" x 23') finger piers extending waterward. As proposed there would be seven (7) boatlifts measuring approximately 12'4" wide x approximately 15'4" long, one on each side of the terminal end of the main pier, and five (5) boatlifts on the eastern side of the main pier (1 on each side of the 2 center finger piers and 1 on the west side of the eastern most finger pier). The proposed structure would not encroach into the 80- foot setback from the AIWW. Water depths would range from approximately 0.0' to -2.0' MLW at the terminal end of the structure. ANTICIPATED IMPACTS The proposed condominium complex would result in the disturbance of approximately 30,492 sq. ft. of high ground and would create approximately 17,440 sq. ft. of impervious surface area landward of the 75' Estuarine Shoreline AEC. The proposed pier system would incorporate approximately 1964 sq. ft. of Estuarine Waters and Public Trust Area. Total impervious surface coverage within the 75' Estuarine Shoreline AEC associated with the development would be 0%. Minor increases in turbidity should be expected during construction of the pier system. The proposed pier would extend approximately 109 feet into the waterbody, which measures approximately 450 feet across. This distance would conform with the V4 width rule and the established pier lengths and would not encroach into the 80-foot setback from the AIWW. However, due to the limited amount of water, approximately 0.0' to -2.0' MLW, there will be potential for bottom disturbance and displacement of the substrate "kicking" by vessel propellers to access the boatlifts. The project location is adjacent to the existing bridge for mainland access to the island of Sunset Beach, North Carolina. The condominiums are to be constructed landward of the AEC Line.
