9. PROJECT DESCRIPTION
Charles Riggs, PLS, on behalf of Wilmon Keith Andrews, has requested that the attached application be processed under the
Express Permit Review Program.
The applicant's project is located along N. New River Drive (N.C. Highway 210), between Topsail Drive and N.C. Highway
210, in Surf City, Pender County. To find the property, take Highway 17 North from Wilmington and turn right on N.C.
Highway 50 (approximately 30 miles from Wilmington). Head east on N.C. Highway 50 and turn left onto N.C. Highway 210 at
the intersection of N.C Highway 210 and N.C Highway 50. The property is located on the eastern side of N.C. Highway 210,
approximately 1.0 mile from the intersection of N.C. Highway 210 and N.C. Highway 50. The site is located just north of Shell
Drive between Topsail Dive and N.C. Highway 210.
The proposed project site is approximately 1.69 acres and consists of all high ground. Currently there are 12 residential town
home units located in the property with associated drives, utilities and parking areas. The site ranges in elevation from 7' to
11'above Mean Low Water (MLW). The site is cleared with little to no vegetation, except for lawn grasses. There are no
coastal or "404 type" wetlands located on the subject property. The project site is located outside of the Ocean Erodible Area of
Environmental Concern (AEC), however it is within the High Hazard Flood AEC.
The project site was previously operated and maintained as part of the King's mobile home park. However, within the past few
years, all of the mobile homes that were once located on the property have been demolished and removed. Following demolition
of the mobile home park, the property owner's redeveloped the property by constructing 12 residential town home units. CAMA
Minor Permit (#04-41) was issued on 10/30/03, by the Town of Surf City, for development of 6 town home units. Subsequent to
that permit, a second Minor Permit #04-123 was issued on 7/20/04, for development of 6 additional residential units on the
property. The applicant is currently applying for a CAMA Major Permit because the project site is located within a FEMA
Flood VE Zone (elevation 13) and because cumulative development impacts from this project, coupled with the two adjacent
properties that are also owned by the applicant, disturbed more than an acres, thus requiring a Sedimentation and Erosion
Control Plan from the Division of Land Resources, Land Quality Section, as well as a State Stormwater Permit from the
Division of Water Quality
The Atlantic Ocean, which is not immediately adjacent to the project site, is classified as SB by the North Carolina Division of
Water Quality. The area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. The
subject property is located within the High Hazard Flood Area, as indicated by Zone VE (elevation 13) on the Flood Insurance
Rate Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean.
PROPOSED PROJECT
The applicant proposes to develop the remaining portion of the property by constructing 17 additional town home units, as well
as an entrance/exit drive, swimming pool, utilities, stormwater infiltration system and parking area. Development would include
grading approximately 1.0 acre of the site for lot preparation, construction of the entrance road/parking area, town home
development, swimming pool and stormwater system. According to the application, the parcel would include the construction of
17 individual two-story units giving a density of 17 units/acre. Access to the property would be provided by the construction of
an entrance/exit driveway. The asphalt driveway (20' wide x 225' in length) would provide the complex with one entrance and
one exit from N.C. Highway 210. The driveways would provide direct access to the parking area beneath the units. The units
(which would be constructed on pilings) would measure 40 feet in length x 20 feet in width x 35/45 feet in height (from ground
to roof top). Decks (varying in size) would be constructed on both the front and rear facing sides of each unit. As proposed, each
deck would be uncovered. An 18' x 40' swimming pool would be constructed in the center of the property between the two
rows of units. As proposed, an 8' wide concrete apron would surround the pool to satisfy local health and safety requirements.

Two stormwater infiltration basins would be located in the center of the property immediately north and south of the proposed
swimming pool. Two additional infiltration basins would be located on the property. One would be located on the western side
of the northern most row of town home units, and the other would be located on the eastern side of the southern most row of
units.
An Express High Density Stormwater Permit (SW8041215) was issued by the Division of Water Quality on 01/24/2005.
Additionally, a Sedimentation and Erosion Control Plan (permit #-Pende-2005-186) was issued on 01/11/05, for land
disturbance activities. Municipal water and sewer would be provided by the Town of Surf City.
10. ANTICIPATED IMPACTS:
The initial grading of the property would result in the disturbance of approximately 1.0 acre of high ground. The proposed
dwellings, drives, pool and parking areas would result in the creation of approximately 57,000 square feet of impervious surface.
