9. PROJECT DESCRIPTION:
The project site is located at 8524 Bald Eagle Lane, adjacent to the Atlantic Intracoastal Waterway and
Middle Sound, in New Hanover County. To locate the property from Market Street (NC Highwayl7),
turn onto Porter's Neck Road and travel east approximately 2 miles. At the stop sign, turn left onto Bald
Eagle Lane and travel north approximately 0.3 miles. The property of interest would be located on the
right at 8524 Bald Eagle Lane. The lot is approximately 1.2 acres with 100' of shoreline frontage and
averages 20 feet above mean sea level. The applicant's property consists of a single-family residence and
a high ground gazebo. The gazebo leads into a private pier measuring 99' in length by 5' in width,
which extends towards the AIWW in an easterly direction. The pier terminates into a "T-Head"
platform measuring 12' in length by 12' in width. Extending towards the AIWW is a floating dock
measuring 20' in length by 8' in width, which is accessed by a gangway ramp. There is an existing
boatlift measuring 13' in length by 13' in width located on the northern side of the existing floating dock
and two (2) mooring pilings located on the southern side of the floating dock approximately 15'. Upland
vegetation consists ornamental landscaping and lawn grasses. The property transitions into high marsh
mixed with coastal wetland and "404 type" vegetation including Marsh Elder (Iva frutescens), Grounsel-
bush (Baccharus halimifolia), Sea Ox-eye (Borrichia frutescens) and Salt Meadow Grass (Spartina
patens). Low marsh consists primarily of Smooth Cordgrass (Spartina alterniflora), which covers an
area approximately 80 feet wide towards the AIWW and Middle Sound.
The New Hanover County Land Use Plan classifies adjacent waters as Conservation, and the adjacent
high ground portion of the project area as Resource Protection. The waters of the AIWW and Middle
Sound are classified SA-ORW by the Division of Water Quality. The area is NOT designated as a
Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to the
harvest of shellfish.
PROPOSED PROJECT:
The applicant proposes to add anadditional slip to an existing docking facility with the construction of a
Jet Ski lift. The applicant proposes to construct a 6' in length by 8' in width Jet Ski lift on the northern
side of the existing private pier, just landward of the existing "L-Head" platform. The proposed Jet Ski
lift would increase docking space for this docking facility for up to three (3) vessels.
10. ANTICIPATED IMPACTS
The proposed Jet Ski lift construction would incorporate an additional 48 sq. ft. of Estuarine Waters and
Pubic Trust Area. The proposed Jet Ski lift would not encroach into the adjacent 15' Riparian Corridor
Setback Area. Minor increases in turbidity should be expected during construction. The existing
docking facility extends approximately 140 feet into a waterbody, which measures approximately 600
feet across. This existing distance conforms with the 1/4 width rule and the established pier lengths. As
proposed, the applicant's proposal would not encroach into the 80-foot setback from the AIWW.
