We received and have addressed the comments provided by Brad in the original email of this thread with the following revisions: -Adding a cross section depicting the sag in the power line upgrade crossing Wallace Creek -Editing language to clarify trenching vs HDD locations We are waiting on the final NPDES permit and expect to receive it shortly. At that time we will resubmit the revised packages. Please let me know the following: -Are there any further comments on the draft packages? -Will the complete package need to be resubmitted once the final NPDES permit is available? We have reviewed the document and determined it to be incomplete and or require clarification. Below is an itemized list: - in order to utilize NW 7 there must be a finalized NPDES permit issued under the 402 program. The current authorization is a draft still awaiting another public notice period before a final decision is made. Please resubmit the request once the final permit from the State has been issued. - whereas the waterline does not necessarily require prior notice under NW 12 the power line does as it crosses Wallace Creek, a navigable and tidally influenced water, thus Section 10. The application states on the nav chart that the power line will be set 20' above the water which is appropriate but please provide a simple cross section drawing of the crossing that may be referred to when the verification is issued. Please depict the sag expected in the line as the low spot over the Section 10 water. - the impact summary table within the PCN states the line along the trail will be trenched but section 133e and figure 4 states that any delineated wetland will be crossed via directional drill. I don't think that was intentional therefore please correct the language in each of these sections. Once you have the final authorization from the State please resubmit the PCN with the requested changes. Explain the purpose of the proposed project: The United States Marine Corps proposes to construct a new, permanent 8 MGD water treatment facility will be constructed along Holcomb Boulevard near Wallace Creek at Marine Corps Base Camp Lejeune. The discharge pipe outfall will be located in the mouth of Wallace Creek, southwest of Marston Pavillion. A project map and outfall map are included as Attachments 9 and 10, respectively. These permits specifically relate to the concentrate/backwash waste discharge outfall line to Wallace Creek at its confluence with Morgan Bay. 133e. Describe the overall project in detail, including the type of equipment to be used: This project includes approximately 13,500 linear feet of outfall discharge pipeline in an existing utility easement with a diffuser approximately 91 -feet long located near the mouth of Wallace Creek in the New River, and 21,500 linear feet of upgraded power line and poles in another existing utility easement as shown in Attachment 9. The water treatment plant will be constructed using conventional construction methods and heavy equipment to include, but will not be limited to; graders, excavators, dump trucks, pile drivers, cranes, concrete pumpers, and soil compactors. In upland areas and areas where wetlands with herbaceous vegetation are present within the currently maintained trail and utility right-of-way, the outfall discharge pipeline will be installed using conventional trenching methods and equipment, primarily excavators. Crossings under currently undisturbed, forested, wetland/stream areas, and primary roadways will be accomplished using horizontal directional drilling (HDD) using a conventional HDD rig and appurtenant equipment. (Attachment 12) Design intent for this portion of the Work is to first advance a temporary steel conductor casing from the barge, which will extend from below the mudline to above the water line that will contain and conduct drilling fluid and spoils to a containment tank located aboard the barge. The directional drill stem will then be advanced through the steel conductor casing on the water -side, under the seabed, and then to the land -side exit pit located beyond the limit of the delineated wetlands. The outfall piping will then be pulled back toward the barge beneath the seabed and up through the conductor casing. The casing will then be removed. Design drawings for the diffuser are included as DIAGRAM 0 F DATUM PLANE Attachments 3 through 5, and a diffuser location map is nor T1- included oincluded as Attachment 11. The mean higher high water mark (MHHW) is located 0.2 feet ► r F" L` `F - "` above MSL, per the datum plane diagram applicable for the diffuser location, well below the pile design height of 4 feet above MSL. The Construction Contractor will determine the means and methods required for installation of the outfall diffuser assembly. It is anticipated that the assembly will either be installed using divers or "in the dry' through the installation of a temporary coffer dam. Best management practices including those general conditions listed in NWP 7 will be used to limit environmental impacts during construction. The power line that will supply power to the water treatment plant, located between Substation 1 and Substation 2, will also be upgraded as part of the project. This will be done in accordance with Regional Condition 4.6.7. The power poles will be replaced in-kind and wetland mats and/or low ground pressure equipment will be used to access wetland areas. All work will be conducted within the existing right-of- way, and no clearing will be required. Best management practices will be implemented, existing topography will be maintained, and the wetland areas will be restored to preexisting conditions using a wetland seed mix. (Attachment 13) FSd. What data sources did you use to determine whether your site would impact Endangered Species or Designated Critical Habitat? Two Federally protected species that may occur in Wallace Creek where the diffuser structure will be installed include Atlantic sturgeon (Carolina distinct population segment), listed as Endangered, and West Indian manatee, listed as Threatened. Both species have an element occurrence in the project area in the North Carolina Natural Heritage Program Natural Heritage Element Occurrences April 2017 data. The New River was not included as historic or current spawning habitat for Atlantic sturgeon in the Status Review of Atlantic Sturgeon (NOAA, updated July 27, 2007). The New River is also not included in the critical habitat for Atlantic sturgeon designated in 2017 by NOAA Fisheries. Manatees are a transient species, and some West Indian manatees migrate from Florida north into the Carolinas in the summer to adapt to seasonal water temperatures. The installation and operation of the outfall and diffuser structure is unlikely to adversely affect these marine species, the project would be consistent with policies designed to protect these animals including their habitat, such as following the guidelines for avoiding impacts to the West Indian Manatee. The waters at the outfall structure are designated as special secondary nursery areas (Attachment 15), which will be protected by the specifications in the NPDES permit.
