Explain the purpose of the proposed project:* Construct a new pedestrian bridge over Lake James to complete a newtrail network associated with the development of a newvisitor center at Lake James State Park. The trail from the visitor center to the west end of the new bridge will be 8 -feet wide with a gravel surface. There will be no surface treatment of the connecting trail on the east side of the new bridge. 41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* The project entails the construction of a new pedestrian bridge over Lake James associated with the development of the new visitor center and trail system at Lake James State Park. The new bridge will be a 5 -span structure apprommately 240' 10" long by 10 -feet wide. The bridge configuration is as follows: 1@34' 1", 1 @33' 1 ", 1 @106' 6", 1 @33' 1 ", and 1 @ 34' 1 ". The superstructure will be comprised of structural steel I -beams and timber decking and railing with aesthetic treatments. The substructure will consist of 2 end bents on the lake banks, with driven FFpiles and reinforced concrete caps, and four 42 -inch drilled piers in Lake James with reinforced concrete caps. These four drilled piers will be the only contact with the lake bed and will be drilled from a barge. The reinforced concrete interior bent caps will be constructed above the lake surface, with measures to prevent wet concrete and debris from falling into the lake. Sedimentation resulting from the lake bank construction areas (new end bents and trail) will be prevented from running into the lake by various BMP's according to the NCDEMLR approved Sedimentation and Erosion Control plan. Excavators, dump trucks, cranes, drilling equipment, barge, and various hand tools may be used to accomplish the work. Clearing and grubbing activities within the buffer zone will be kept to a minimum to reduce impacts to the buffer as well as nearby receiving waters. The center span of the bridge will be positioned over the main channel of the lake, 12 -feet above the full pool elevation, and will be marked with navigational aids to prevent boating accidents. 4j. Drilled piers will be utilized in bridge construction and will be drilled from a barge to minimize impacts to Lake James. The drilled piers will be drilled inside a permanent steel casing and all drill spoil materials will be placed in appropriate containment on the barge. Appropriate sedimentation and erosion control measures will be installed and maintained as the project progresses according to the approved NCDEQ: Energy, Mineral and Land Resources erosion and sedimentation control plan. The North Carolina Natural Heritage Program Database and the US Fish and Wildlife Service Threatened and Endangered Species List for Burke County, as well as, onsite field investigations. A scoping letter was sent to the US Fish and Wildlife Service and the reply is attached requesting that a tree cutting moratorium be implemented from June 1 - July 31 to protect the federally threatened Northern long-eared bat with a Biological Conclusion of "May Affect, Not Likely to Adversely Affect" determination. The NCDCR-DPR will adhere to the tree cutting moratorium of June 1- July 31 or will cut the trees during the winter months.
