David Gill Page 2 9. PROJECT DESCRIPTION: The project site is located at 6313 Seamist Ct. (Lot 5) in North Cedar Island Subdivision, adjacent to the AIWW/Masonboro Sound located in the City of Wilmington, New Hanover County. To locate the property from Oleander Dr. (NC Highway 17), turn onto Greenville Loop Road and travel approximately 0.8 miles. Turn left onto Old Military Road and travel approximately 0.5 miles east. Turn left onto Seamist Ct., within the Cedar Island Subdivision. The subject property is the fourth house on the left within the cul-de-sac. The lot is approximately 0.62 acres with approximately 155' of shoreline frontage. The lot averages approximately 9 feet above mean sea level. The applicant has currently constructed a three-story single family home under a CAMA Minor Permit through New Hanover County. Highground vegetation consists of lawn grasses, ornamental landscaping and Live Oak. Waterward of the upland vegetation is an area of high marsh approximately 100 feet wide, consisting of mixed coastal wetlands and "404 type" vegetation, including: Salt Meadow Grass (Spartina patens) and Sea Ox-eye (Borrichia fi•utescens). The property transitions from high marsh to low marsh in an area approximately 50 feet wide extending to the AIWW. This area consists of Smooth Cordgrass (Spartina alterniflora), Sea Lavender (Limonh nz caroliniuni), Spike Grass (Distichlis spicata) and Glasswort (Salicornia sp.). The property transitions further waterward into a narrow band of Smooth Cordgrass marsh, (Spartina alterniflora), approximately 30 feet in width, extending to the AIWW/Masonboro Sound. The Wilmington/New Hanover County Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion of the project area as Resource Protection. The waters of the AIWW and Masonboro Sound are classified SA-ORW by the Division of Water Quality. They are designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a private pier that would terminate in a gazebo with a floating dock and two (2) boatlifts. The pier would extend from the existing highground area approximately 342' and would end approximately 135' waterward of the outer edge of coastal wetlands, in a gazebo (20'x 20') over open water. Accessed from a gangway ramp just landward of the gazebo would be a floating dock, 25' in length by 8' wide. The floating dock would be located on the southern side of the gazebo, which would run perpendicular to the AIWW. Two (2) boatlifts would be installed at the docking facility. One 13'x 15' boatlift would be located waterward of the gazebo and one 6' x 8' boatlift would be located on the southern side of the fixed pier just landward of the gangway ramp to the floating dock. The structure would provide docking space for up to three (3) vessels as indicated by numbering on the submitted plans. 10. ANTICIPATED IMPACTS The proposed pier system construction would incorporate 600 sq. ft. of Estuarine Waters and Pubic Trust Area and would shade approximately 660 sq. ft. of coastal wetland, vegetated primarily with Smooth Cordgrass (Spartina alterniflora). Minor increases in turbidity should be expected during construction. The proposed pier would extend approximately 170 feet into a waterbody, which measures approximately 730 feet across. This distance would conform with the 1/4 width rule and the established pier lengths. As proposed, the applicant's proposal would not encroach into the 80-foot setback from the AIWW. Submitted by: R.
