MACTEC Engineering and Consulting, Inc. (MACTEC) is currently providing consulting
services to assist Galvan Industries, Inc. (Galvan) in maintaining compliance with the National
Pollutant Discharge Elimination System (NPDES) General Permit NCG030000 and improve their
stormwater management at the property. In April 2008, Galvan retained MACTEC to conduct
stormwater analytical monitoring in accordance with the permit. Since Galvan retained
MACTEC, there have been three significant storm events. During the first storm event,
MACTEC did not have personnel available to mobilize to the site in time to capture the "first
flush". During the other two storm events, MACTEC was unable to mobilize to sample during
the "first flush" of the storm because 0.1 inches of rainfall had accumulated between 1 a.m. and 3
a.m. For safety reasons that include visibility and Galvan's operational hours, MACTEC is not;
conducting sampling between 10 p.m. and 5 a.m.
In order to meet the permit requirements for qualitative monitoring, a sample must be collected
on or before June 30, 2008 during the first 30 minutes of a representative storm event. If a
significant rainfall event does not occur between the date of this letter and June 30, 2008,
MACTEC will not be able to perform the required analytical monitoring for Period 1 of the
permit. MACTEC respectfully requests a 30 -day extension of time for Period 1, until July 30,
2008. A sample will be collected between July 31, 2008 and December 31, 2008 for Period 2 of
the permit.
