The assistance of Paul Allen with this inspection was appreciated. Below is a list of findings developed from the inspection: 1. The permit was reissued, became effective July 1, 2015 and will expire June 30, 2023. Minor changes to the boiler plate language were made for clarification. 2. The Capital Improvement Plan (CIP) projects through the years 2018 —2024. Monies are approved yearly for projects. Some projects listed are pump station rehabilitation, purchase of a sewer jetter, rehab lines, replace generators at Burris and Chicopee pump stations. 3. Mr. Allen stated that he oversees the Fats Oils and Grease (FOG) program. Restaurants are inspected throughout the year.There have been no enforcement actions taken for the year. Best Management Practices on FOG disposal are distributed once a year. Please ensure that educational materials are distributed twice a year. 4. According to the permit, the amount of gravity sewer in the collection system is 32 miles or 168,960 feet. A review of the records indicate that 11,177 feet have been clean during the period January thru October 2016. Crews are expected to clean an additional 8,000 ft. over the next two weeks. 5. The map for the collection system is complete and includes all permit requirements. The map is kept on computer and is updated daily. 6. The following records are documented: right of way maintenance, pump station visitation and maintenance, annual observation of collection system, high priority line observation once every six months, and line cleaning. A review of all records is conducted weekly. 7. BIMS lists fifteen Sanitary Sewer Overflows (SSO's) for the review period July 2016- September 2018. Documentation of the SSO's and unreportable SSO's are being kept. Ten SSO's were contributed to Hurricane Matthew. -.�Noling Comps esu. There are eleven duplex pump stations in the collection system. The following pump stations were inspected: Burris, Carolyn Drive, 1-40, and South Walton. All pump stations have secured access, contact information signage, audible/visual alarms, and telemetry. Telemetry at the 1-40 pump station is being converted to a cell phone telemetry and currently off-line. This station is inspected every day. The audible / visual alarm at 1-40 and South Walton pump stations did not operate when the high-water float was lifted. Mr. Allen stated he will replace the audible / visual alarm with a new one at the 1-40 pump station and that he will get a technician to inspect the audible / visual alarm at the South Walton pump station. Please report your findings to this office within 30 days receipt of this letter. All other audible/visual alarms functioned at the other pump stations when the high-water float was lifted. All pumps operated by switching to manual hands-on. On-site generators at South Walton and Carolyn Drive operated and ran on load when power was turned off. 9. A 8" DI creek crossing was inspected. The aerial line is supported by concrete piers.There are no piers in the creek. There was no creek bank erosion. The line appeared straight with no bows. The 1-40 ROW was inspected. This ROW was recently flooded so there has been no maintenance over the past month. The ROW was in need in mowing. Please state when the ROW will be mowed.
