Dear Mr. Hennessy:
The Division issued guidance in October 2012 regarding sampling reduction for certain NPDES
facilities. The guidance document, DWQ Guidance Regarding the Reduction of Monitoring
Frequencies in NPDES Permits for Exceptionally Performing Facilities,lists the conditions in
which an NPDES facility may qualify for reduced monitoring. Since the inception of this
guidance, a large number of facilities have'received monitoring reduction through a minor permit
modification request. Part B of the guidance states that"facilities shall submit a written request to
modify their NPDES Permit", CMSD is hereby requesting a permit monitoring reduction based on
the"exceptionally performing facilities"definition. The request is that monitoring for BOD5,TSS,
NH3-N and Fecal Coliform be reduced under the "exceptionally performing facilities" criteria to
two times per week. We are asking for the monitoring reduction now instead of during the NPDES
permit renewal process for the following reasons:
• A Contentnea MSD laboratory staff person has retired and is working part-time until other
arrangements can be made. With a reduction in monitoring, the District would be able to
permanently reduce laboratory staff,thereby making plant operations more sustainable.
• The NPDES permit does not expire until November 2019 and given the extended time to
renew permits, it could be 2 -3 years before the monitoring reduction would be effective if
we don't do a permit modification. Again,the District would lose a chance for cost savings.
The attached data (summarized in the following table) indicates that the WWTP effluent has
greatly exceeded the minimum criteria for reduced monitoring. The most restrictive summer limit
was used for calculating NH3-N removal rates. The data used for this analysis was for the period
of August 2018—September 2015.

In addition to the exceptional test results, the Contentnea MSD is in compliance with all other
criteria listed in Section B Approval Criteria of the October 22, 2012 guidance document
regarding reduction of monitoring frequencies.
