PROJECT SUMMARY: The applicant proposes to construct a waterfront residential community, make improvements to an existing road system, add parking and nature trails, construct a bulkhead and add to existing riprap. PROJECT SETTING N ' The site of the proposed development is a 71.23-acre tract located adjacent to the east side of US Highway 158, 3/a mile south of Walnut Island Boulevard (SR 1186) intersection in Grandy, Currituck County and on the west side of the Currituck Sound. The property is flat and has 61.32 acres of uplands and 9.91 acres of wetlands. The wetlands adjacent to the Currituck Sound are Coastal Wetlands salt marsh vegetated with Juncus roemerianus, Spartina cynosuroides, Cladium jamaicense, as well as Iva fmtescens and Myrica cerifera. Landward of the Coastal Wetlands are Section 404 Wetlands vegetated with gum, live oak, red pie; pine, wax-myr-t*, fed-bayed-eemmon-r-eed-T-he-upland-ar-e-a-of-the-pr-0pe&r"ve-getated- with--- indigenous grasses, pine, red maple, gum and has sandy soils. The property was previously used as a campground and existing man-made features on site include a paved road system, a clubhouse with a pool, a central sewage treatment system, a 12-foot wide and 130-foot long pier with a 16-foot by 40-foot platform on the Currituck Sound, a 350-foot long and 40-foot wide canal from the Currituck Sound to a 90-foot by 150-foot boat basin with a boat ramp, bulkhead, board walk and three finger piers. The water depths in the canal and basin range from -2 feet to -7 feet below normal water level (NWL). Along the Currituck Sound shoreline, there is an existing concrete bulkhead that has collapsed and is functioning as a rubble/riprap type breakwater. Juncus roemerianus is established in small clumps along the shoreline and mixed in with the concrete rubble. A portion of the concrete bulkhead located south of the pier is still intact; however, because of collapse of the section to the mouth of the pier, it no longer prevents sound water from eroding the shoreline. Located south of the concrete bulkhead is a shoreline beach area, approximately 130 feet long. There are four jetties located approximately 30 feet waterward of NWL and relic bulkhead material located approximately 40 feet waterward of NWL in this area. Available aerial photographs indicate that the bulkhead in this area was viable and functioning as late as December 1, 1989, and by October 29, 1995 the area was washed out and the jetties in place. Located south of the beach area, the shoreline has existing riprap for stabilization. Pockets of erosion exist along the shoreline and Juncus roemerianus is established in small clumps in these areas. A 26-foot wide and 62-foot long open-air pavilion building is located at the southeastern tip of the shoreline in this area and a 25- foot wide and 1000-foot long canal exists along the south side of the property and connects to the Currituck Sound. The water depths in the canal range from -1 foot to -4-1/2 feet below NWL. Field Investigation Report: VOC, LLC; Waterside Villages Page 3 The area south of the canal and adjacent to the Currituck Sound is a salt marsh predominantly vegetated with Juncus roenterianus. Other man-made features on the property include a moat that surrounds a Section 404 Wetland area; there are three existing 6-foot wide footbridges that cross the moat to provide pedestrian access to the wetland area; and a small dock is located on the moat. Adjacent riparian property consists of a salt marsh area on the south side and a single-family subdivision on the north side. The waters of the Currituck Sound are classified as SC and are closed to shellfish taking. While submerged aquatic vegetation was not observed at the site, Eurasian Water Milfoil is known to be present in the Currituck Sound in this general area. Construction is underway for a residential community (Phases 1, 2, 4, 5, 6 and 9) for this project in areas not located in designated Areas of Environmental Concern (AECs). A new paved road system, a stormwater drainage system, and 148 residential lots are being developed as well as a model home. DEVELOPMENT PROPOSAL The applicant proposes to further develop the property (Phases 3, 7 and 8) as a residential community with shoreline stabilization, 10 condominium units with parking, roadways, stormwater collection capabilities, walking trails, footbridges, elevated walkways and an observation deck. The shoreline stabilization will include the repair in place of 312 feet of existing wooden bulkhead located within the existing boat basin as well as 20 feet of boat ramp sidewalls. The existing finger piers located within the basin will be repaired in place as needed. Access to the existing boat ramp will be improved by adding 1,196 square feet of gravel within 75 feet of NWL. A new 1,058-foot long bulkhead is proposed to start at the boat ramp, run along the south shoreline of the canal and out to the Currituck Sound, turn south and follow the sound-side shoreline and waterward of the existing concrete bulkhead/rubble structure. The new bulkhead will continue around the shoreline in the area of the existing jetties and end where it meets existing riprap along the southeastern shoreline and near the pavilion. The proposed maximum distance waterward of NWL for the bulkhead is 24 feet with a 10-foot average. Approximately 10,836 square feet of Shallow Bottom Habitat mixed with Coastal Wetlands and concrete bulkhead/rubble will be filled when the proposed bulkhead is backfilled and approximately 802 cubic yards of backfill material will be placed below NWL. Approximately 10,267 square feet of upland area located behind the proposed bulkhead will be filled and graded when the proposed bulkhead is backfilled. The applicant proposes to make improvements to the existing 240-foot riprap structure by adding new rock material an average distance of 5 feet waterward of NWL with a maximum distance of 10 feet waterward of NWL. Approximately 53 cubic yards of riprap material will be placed below NWL and approximately 1,709 square feet of upland area behind the existing riprap will be disturbed during the placement of the stone. The applicant proposes to fill, grade and vegetate this area after the riprap enhancement is complete. Field Investigation Report: VOC, LLC; Waterside Villages Page 4 The applicant proposes to construct 10 condominium buildings with eight buildings having a footprint of approximately 60 feet by 120 feet and two buildings having a footprint of approximately 60 feet by 150 feet. The applicant proposes to fill 3,130 square feet of 404 Wetlands to allow for the siting of building #225 and associated paved areas. Building #169 has a footprint of approximately 4,201 square feet and is located within 75 feet of NWL, and the parking area for building #185 and #193 has approximately 21,680 square feet located within 75 feet of NWL. The applicant proposes to remove approximately 3,607 square feet of existing asphalt roadway located within 75 feet of NWL. The applicant proposes to resurface or add concrete curb over approximately 2133.5 square feet of existing asphalt roadway located within 75 feet of NWL. The existing 9,387 square feet asphalt road along the south canal will not be disturbed and will become part of a proposed walkway system. A 160-foot by 170-foot stormwater detention pond is planned to be located east of building #149. West of the proposed condominium area, the applicant has created 148 single-family building lots. An existing sewage collection system is being improved and enlarged to accommodate the development. The clubhouse, pool and tennis courts are located in this area. The applicant proposes to construct nature trails for the residents of the development. One trail will be located near the boat basin and will follow an existing path to the north property line. The trail will loop back to the boat basin. The trail will cross two areas of 404 Wetlands. The applicant proposes to construct a 6-foot wide elevated wooden boardwalk to cross these wetland areas. One boardwalk will be approximately 622 feet long and the other boardwalk will be approximately 91 feet long. As part of the nature trail system, the applicant proposes to construct a series of 4-foot wide concrete walkways. Approximately 4,016 square feet of the concrete walkway system will be located within 75 feet of NWL. In the area of the moat, the applicant proposes to construct a 6-foot wide and 50-foot long footbridge to cross the north side of the moat to access the 404 Wetland area inside the moat. The proposed footbridge will connect a proposed concrete walkway on the north side to a proposed 4-foot wide and 835-foot long trail made of wood chips. The trail will connect with the three existing footbridges. In the area of building #169, the applicant proposes to construct a 6-foot wide and 50-foot long footbridge across the existing canal located on the south side of the property. The footbridge will connect to a 193-foot long and 6-foot wide elevated wooden boardwalk over the adjacent 404 Wetlands and terminate with a 328- square foot observation gazebo near the south-side marsh area. ANTICIPATED IMPACTS The repair of 312 feet of existing bulkhead in place will result in land disturbance, filling and grading of ± 3,120 square feet of Estuarine Shoreline (ES) Area of Environmental Concern (AEC). The repair of the existing finger piers represents no change in footprint. The construction of 1,058 feet of new bulkhead will result in the filling of ± 10,236 square feet of Public Trust Area (PTA) and Estuarine Waters (EW), t 600 square feet of Coastal Wetlands (CW) and 10,267 square feet of ES AECs. Field Investigation Report: VOC, LLC; Waterside Villages Page 5 The improvements to the existing riprap will result in ± 1,100 square feet of PTA, EW, and 100 square feet of CW AECs being filled with riprap material and t 1,709 square feet of ES AEC being filled and graded. The construction of the condominiums will result in 3,130 square feet of 404 Wetlands being filled and t 4,201 square feet of impervious surface constructed within the ES AEC. The construction of the proposed parking areas will result in t 21,680 square feet of impervious surface constructed within the ES AEC. The removal of existing asphalt will result in ± 3,608 square feet of land disturbance with associated filling and grading within the ES AEC. The resurfacing of existing roadway areas will result in the redevelopment of ± 2,133 square feet of impervious surface located within the ES AEC. The construction of the nature trails will result in t 4,016 square feet of impervious surface located within the ES AEC; a total of t 1,456 square feet of elevated wooden boardwalk and the gazebo shading 404 Wetlands located within the ES AEC; a total of ± 3,756 square feet of elevated wooden boardwalk shading 404 Wetlands; the covering of t 3,336 square feet of 404 Wetlands with wood chips; the shading of ± 300 square feet of moat and 404 Wetlands with a footbridge; and the shading of ± 120 square feet of PTA, ES_AECs and ± 90 square feet of 404 Wetlands within the ES AEC and ± 90 square feet of upland within the ES AEC by the construction of the footbridge across the south side canal. I i i CITY PROPERTY: A 71.23 acre residential development, in Grandy, NC 148 residential lots and 10 condominium buildings with a total of 84 condominium units PROJECT PURPOSE The proposed activities in this CAMA Major Application will provide shoreline stabilization and proposed amenities for the residential subdivision and condominium complex shown on the plat by Bissell Professional Group which is a culmination of Currituck County zoning, Requirements by NCDWQ Stormwater Section and site design by the project surveyor and engineer. The development is proposed as a waterfront residential community and will encompass condominiums and single- family home sites. No commercial properties, activities, marina, commercial docks or commercial facilities are proposed or planned at this time.
