This type of inspection consists of two basic parts: an in-office file review and an on-site inspection of the treatment facility. The attached Environmental Protection Agency inspection form notes the areas that were evaluated for this inspection. The findings and observations are outlined below: I. Permit The NPDES permit became effective October 1, 2016, and expires on March 31, 2021. There are multiple'outfalls at this plant. Primarily outfall 001 and 006 are used. Outfall 001 discharges the air compressor and cooling water effluent, while outfall 006 is the main wastewater discharge from the plant. Outfalls 003 and 007 are not in use. Mr. Turner mentioned that they could be used as backups to the main outfalls if there was to be a problem. II. Self-Monitoring Program A review of the monthly discharge monitoring reports (DMR) for the period January 2017 through August 2018 showed that the facility complied with all permit limits. Three hundred milliliters of effluent are sampled every 30 minutes. This is acceptable due to the flow being variable, rather than sampling proportionally to the flow. The amount of flow through outfall 001 is directly tied to plant production and the non-contact cooling water that is needed. Ill. Records/Reports The permit and visitation log are located on site and show visitation times and plant conditions. Chain of custody forms are in good order. All required monitoring was performed per the frequencies specified in the NPDES permit. Miss Park noted no data transcription discrepancies from bench sheets to DMRs in her documentation review. IV. Flow Measurement The instantaneous flow at outfall 006 is obtained by measuring the height of the water in a 1-inch parshall flume and then converting it to flow. There is a Stevens, Model 61 R flow meterat outfall 001 and it was calibrated this year. V. Operations and Maintenance The wastewater treatment plant appeared to be well maintained and operated. The ORC and backup ORC are sufficiently qualified to be running the plant. VI. Facility Site Review All components of the 0.20 million gallons per day facility appeared to be functioning properly. The influent goes through a bar screen, and flows through an Imhoff tank for the solids to settle out. Mr. Turner mentioned that soda ash is sometimes added during the summertime to help keep the pH at an acceptable level. The flow is then distributed through a sand bed, which is evenly raked and has no odor. There was no evidence of ponding in the sand bed. The dosing lines and concrete pads seemed to be in good condition. Effluent is not recirculated, it goes straight from the sand beds to the receiving stream. There is a clear path to where the effluent pipe discharges into the receiving stream. VII. Effluent/Receiving Waters The effluent from the facility was clear the day of inspection at both outfall 001 and 006. Effluent from both outfalls is discharged into the North Fork of the New River which is classified as class C, high quality, water. 2 ` United Chemi-Con,August 21,2018 i VIII. Sludge Maintenance and Handling Sludge was reported to be pumped about once or twice a year. Pumping is done by Doug Cox Backhoe Service. IX. Conclusions The compliance evaluation inspection is satisfactory. Mr. Turner maintains and operates the facility in a good manner. His efforts to comply with the permit are appreciated.
