J.W. Smith/Camp Springs 76 Groundwater Remediation

Dear Mr. Sparks:
On August 15, 2018, Jenny Graznak, of this office, met with Danny Oldham from Pyramid
Environmental to perform a Compliance Evaluation Inspection on the J.W. Smith/Camp Springs
76 Groundwater Remediation site. This type of inspection consists of two basic parts: an in-office
file review and an on-site inspection of the treatment facility. The attached EPA inspection form
notes the areas that were evaluated for this inspection. The findings and observations are outlined
below:
1. Permit
The NPDES permit became effective November 1, 2017 and expires October 31, 2022. The
facility had a copy of the current permit available during the inspection.The structures seen during
the inspection match those listed in the permit.
2. Self-Monitoring Program
A review of the monthly discharge monitoring reports (DMR)for the period January 2017 through
June 2018 showed that the facility was in compliance with all permit limits. Regarding the permit
monitoring requirements, it was noted that all sampling was performed per the frequencies
specified in the permit. Danny Oldham does all sampling for the facility, and the laboratory
analysis is performed by Pace Analytical Services, LLC.
3. Records/Reports
The visitation log shows visitation times, discharge flow, and system conditions. All records and
reports appear to be maintained according to permit requirements.
4. Flow Measurement
The permit requires continuous flow monitoring. Flow is measured using a totalizing flow meter.

5. Operations and Maintenance
The facility appeared to be competently operated and maintained. The system was down and did
not discharge in June or July 2018 due to a broken air compressor. Someone was on site during
the inspection fixing that problem, and Mr. Oldham stated that it would soon be up and running
again.
6. Effluent/Receiving Waters
The system is permitted to discharge from said treatment works into an unnamed tributary to
Country Line Creek in the Roanoke River Basin. The system was not discharging on the day of
the inspection. Ms. Graznak did walk down to the outfall with Mr. Oldham during the inspection
and did not observe any issues with the effluent pipe or the receiving stream.
