On July 26, 2018, Vanessa Manuel from the Raleigh Regional Office conducted an inspection of the sanitary
district's wastewater collection system to evaluate compliance with the operation and maintenance of the
subject wastewater collection system permit. The cooperation and assistance of David W. Scott, Operator in
Responsible Charge (ORC), and Eric Wes Deaton, Backup ORC, during the inspection were greatly
appreciated.
Our records indicate the wastewater collection system consists of approximately 129.9 miles of sewer line
(127.5 miles of gravity sewer and 2.4 miles of force main), 6 duplex pump stations, and 13 high priority sewer
lines. A review of Roanoke Rapids Sanitary District's 2017 System Performance Annual Report revealed the
collection system is comprised of approximately 146 miles of sewer line. In addition,the ORC provided the
inspector with an updated list of high priority sewer lines, which includes 5 additional high priority sewer lines.
This updated information will be provided to the Division's Pretreatment, Emergency Response, & Collection
Systems Unit.
The subject permit is effective from August 1, 2014, until July 31, 2022, and is subject to specific conditions
and limitations. The items below show what conditions were noted during the inspection:
1. Reported Sa ritary Sewer Overflows. During the period July 1, 2016,through June 30, 2018,there
were 15 SSOs from the sanitary district's collection system with a combined estimated volume of
153,770 gallons, of which 152,770 gallons reached surface water. The ten SSOs occurring on October
8th and 9th, 2016, were attributed to severe weather resulting from Hurricane Matthew. No fish kills
were reported because of the SSO events. No enforcement action was taken for these SSO events. .
2. Fats, Oils and Grease Progra:u. The Roanoke Rapids Sanitary District, hereinafter referred to as
RRSD, has developed and implements an educational fats, oils and grease program that includes at least
bi-annual distribution of educational material targeted at both residential and non-residential users. The
RRSD has also developed and implements an enforceable FOG program for non-residential users. The
FOG Ordinance became effective July 1, 2005, and was re-adopted/revised June 9, 2015. The sanitary
district has 57 active restaurants and 62 eligible facilities with grease traps. The collection system
operators stated the RRSD has not issued any enforcement actions this year related to the FOG program.

3. Capital Improvement Plan. The RRSD has adopted and implements a Capital Improvement Plan to
designate funding for reinvestment into the wastewater collection system infrastructure. The CIP covers
2018-2019, and includes a description of the project area, description of the existing facilities,known
deficiencies and forecasted future needs. The approximate capital improvement budget for the
collection system is $4,990,400.00.
4. Contingency Plan for Pump Failure. The RRSD maintains a contingency plan for pump failure at each
�lift_station._TheRRSD_wilLwork with Godwin_P_umps_to_evaluate_needed pumps-and-order_supplies-as
needed. The RRSD also maintains spare pumps and has electricians on staff to perform
maintenance/repairs as needed.
5. Pump Stations Inspected. All six of the RRSD's duplex pump stations were inspected: Shell Drive
"Rochelle Court" Lift Station; Belmont Lift Station; Gaston(NC 46) Lift Station; Gaston(NC 48) Lift
Station; Greenbriar Lift Station; and Old Emporia Road Lift Station. The inspectors' observations noted
in the next 5 items below refer to the pump stations inspected. Overall, the pump stations were well
maintained. The wet wells were free of excessive debris and grease, and the inspector did not observe
any signs of recent overflow. The on-site permanent generators were tested during the inspection, and
no issues of concern were noted. The fuel level for each generator was at or near full. The RRSD
collection system operators inspect each pump station at least weekly and the permanent generators are
tested weekly on Monday, Wednesday or Thursday.
6. Pump Station Signage. Each pump station has signage clearly and conspicuously posted that identifies
the pump station, provides an emergency 24-hour contact telephone number(s), and provides
instructions for notification if the visual alarm illuminates and/or the audible alarm sounds, or if an
emergency is apparent.
7. Pump Station :"estricted Access. The pump station sites, equipment and components were observed to
have restricted access.
8. Pump Stations Automatic Polling Feature. The pump stations are equipped with a Supervisory
Control and Data Acquisition(SCADA) system that allows the RRSD routine contact with each pump
station from a central location to check the operational status of each pump station.
9. Pump Station High Water Alarms. The pump stations are equipped with audible and visual high water
alarms. During the inspection, these alarms functioned properly. A new fence has been erected around
the Shell Drive"Rochelle Court" Lift Station. The current position of the visual alarm is below the
height of the fence and is not easily visible from a distance. To meet the requirements of Section I.11 of
the subject permit,please raise the visual alarm so that it is in a clear and conspicuous location.
10. Pump Station Inspection Program. The RRSD has developed and implements a routine inspection of
each pump station that includes the following maintenance activities: cleaning and removing debris
from the pump station area and wet well; inspecting all valves; inspecting pumps and other mechanical
equipment; and verifying the proper operation of the alarms, SCADA system and auxiliary equipment.
The inspector reviewed the inspection logs of the pump stations visited and observed adequate entries of
the date and time of the operator's inspection, observations made, and any maintenance, repairs, or
corrective actions taken.
11. Designated Operators. The RRSD wastewater collection system is classified as a CS-3 system, and the
designated certified Operator in Responsible Charge (ORC) and back-up ORC on record are David W.
Scott and Eric Wes Deaton, respectively. The certification status for each operator is reflected as active
in the Division's data system.
12. Cleaning Sewer Lines. The RRSD has developed and implements a program for cleaning the sewer
lines. As_required by Section II.8 of the subject permit, at least 10% of the wastewater collection system

should be cleaned each year. Preventative cleaning is not required for sewer lines less than five years
old, unless an inspection reveals the need for cleaning. As reflected in the 2017 System Performance
Annual Report and confirmed by the ORC, 23.49 miles of sewer line were cleaned during calendar year
2017. As of July 26, 2018,the ORC stated the RRSD has cleaned 12 miles of sewer line for calendar
year 2018.
13. Spill Response Action Plan. The RRSD has developed and maintains a Spill Response Action Plan that
includes 24-hour contact numbers, response time, equipment list and spare parts inventory, access to
cleaning equipment, access to construction crews, sources of emergency funds, site sanitation and
cleanup materials, and post-SSO assessment.
14. SSO Records. The RRSD has maintained adequate records pertaining to SSOs and sewer complaints for
the three-year period ending June 30, 2018. The last reportable SSO occurred on April 2, 2018. The
ORC stated that the RRSD reports all SSOs (reportable and non-reportable)to the Division. The ORC's
records did not reflect any non-reportable SSOs.
15. Comprehensive Sewer Map. The RRSD maintains an up-to-date comprehensive map (electronic and
paper-based) of its sewer collection system. The map includes pipe size,pipe material, pipe location,
flow direction, approximate pipe age, number of active service taps, and each pump station
identification, location and capacity. In addition, the electronic map includes the date a section of the
sewer line was cleaned.
16. Inspection of High Priority Lines. As required by Section V.4 of the subject permit, an inspection of
all high priority sewer lines shall be performed at least once every six-months. The ORC stated the
operators inspect all high priority sewer lines at least 2 times per year. During the inspection, the
following high priority lines were inspected: HP Line 11 —located between Jefferson and Charlotte
Streets; HP Line 12—located along the Roanoke River Bridge; HP Line 13 —located at the Gaston(NC
48) Lift Station; HP Line 17—located at the Belmont Lift Station. All observed high priority sewer
lines were free of visible damage, the rights-of-way were free of non-utility motorized traffic and were
well maintained and accessible. The observed aerial lines crossing waterbodies (HP Lines 12, 13 and
17)had good support and were in good condition.
