This correspondence is in regard to the PSNC Energy (PSNC) South Point Road HDD Project. PSNC is
planning to install a natural gas pipeline beneath the Duke Energy Plant Allen discharge canal at South Point
Road near the Town of Belmont, Gaston County, North Carolina (FERC Project No. 2232). The new pipeline
will be installed beneath the canal by horizontal directional drill (HDD) to avoid impacts, and will connect
existing natural gas lines located along South Point Road on either side of the canal.
Information regarding the project was originally provided to you for review on August 3, 2016. The Catawba
Indian Nation provided a response letter on August 22, 2016 (see attached).
The original HDD location was designed to closely parallel the west side of South Point Road the bridge over
the canal. However, since the time of our original submittal to you, PSNC discovered that the North Carolina
Department of Transportation (NCDOT) planned to conduct work at the bridge that would conflict with the
proposed natural gas pipeline location. Accordingly, construction of the project was delayed, and the HDD
was re-designed to cross a portion of the canal approximately 100 feet further west of the location originally
proposed. PSNC also plans to reduce the dimeter of the proposed pipeline from 8 inches to 6 inches.
The original and revised locations of the proposed HDD are depicted on a portion of the Belmont, N.C. (1997)
USGS Topographic Quad Sheet (Figure 2) and a 2014 Aerial Photograph (Figure 2). A profile of the proposed
HDD segment dated February 5, 2018 is also attached.
No impacts to Lake Wylie, the discharge canal, adjacent streams, wetlands or other jurisdictional waterbodies
are anticipated.
