The purpose of the proposed project is to conned two separate segments of PSNC's existing gas line that currently terminate along Point Road on either side of the Duke Plant Allen
discharge canal.

An approArnately 1,248 -foot segment of the pipe wall be installed by horizontal directional drill (HDD) beneath the canal within a new 50 -foot wide easement.The canal originates at the

appropmately 40 feet below the bed of the canal. The easement in adjacent high ground areas will remain undisturbed, with no tree clearing required.

Dear Ms. Janiczak:
On behalf of PSNC Energy – a SCANA Company (PSNC), S&ME, Inc. (S&ME) hereby submits this Pre-
construction Notification (PCN) for the project referenced above. The project will involve installation of a
6-inch diameter natural gas transmission pipeline beneath a navigable waters of the United States by
horizontal directional drill (HDD). The project was originally authorized under Nationwide Permit (NWP)
No. 12 on December 7, 2016 (SAW-2016-01588). However, construction of the project was delayed and
since that time, the original permit authorization has expired.
This project originally entailed installation of the new segment of natural gas pipeline within right-of-ways
owned by the North Carolina Department of Transportation (NCDOT) along the west side of South Point
Road in Belmont, Gaston County, North Carolina. Plans by NCDOT to replace the South Point Road
Bridge necessitated the construction delay and subsequent re-design of the proposed crossing location.
To avoid conflicts with the proposed NCDOT work, the HDD was redesigned to cross the canal
approximately 100 feet west of its original location.
A copy of this PCN is being provided to NCDWR as a courtesy. The current project will involve no
permanent or temporary impacts to regulated surface waters or wetlands. In support of this application,
the following accompanying information has been submitted through the N.C. Division of Water
Resources (NCDWR) On-line PCN website (https://edocs.deq.nc.gov/Forms/Pre-

For purposes of this permit submittal, the “Project Area” is limited to an approximately 0.087-acre portion
of PSNC’s proposed 50-foot wide easement that crosses the Duke Energy Plant Allen discharge canal, aka
“the Hot Hole” (Station 6+04.50 to 6+81.05 as depicted by the Proposed 6” HDD Profile Exhibit - Drawing
E-1547).
General Project Information
The purpose of the proposed project is to connect two separate segments of PSNC’s existing gas line that
currently terminate along Point Road on either side of the Duke Plant Allen discharge canal. An
approximately 1,248-foot segment of the pipe will be installed by HDD within a new 50-foot wide
easement that will remain undisturbed. The canal originates at the Duke Energy plant located to the east
and ultimately drains to Lake Wylie, which is located approximately 3,700 feet southwest of the crossing
location. The pipe will be installed approximately 40 feet below the bed of the canal. A Profile Drawing of
the HDD is included as part of the accompanying information submitted with the online PCN.

scattered residential development. The subject waterbody is considered part of Lake Wylie below the
570-foot elevation contour (Class WS-V, B).
Jurisdictional Areas
On August 2, 2018, S&ME conducted a field review of the proposed project area to identify jurisdictional
surface waters located within portions of the project area subject to disturbance. S&ME followed the
procedures set forth in the 1987 U.S. Army Corps of Engineers Wetlands Delineation Manual and the
Eastern Mountains and Piedmont Region Supplemental Guidance. Field conditions were documented
using USACE Routine Wetland Determination Data Forms, as appropriate. The field review also included
identification of tributaries (streams or jurisdictional ditches) within the project area.
Waters of the U.S. within the project area are limited to an approximately 0.87-acre portion of the
aforementioned canal, which is considered part of the Lake Wylie impoundment rather than a free-flowing
tributary. No other streams, wetlands, or regulated surface waters were observed within the review area.
Protected Species
To comply with applicable sections of the Endangered Species Act (ESA) of 1973 (16 USC 1531-1543), an
Information Request was originally submitted to the U.S. Fish and Wildlife Service (USFWS) on August 3,
2016. The USFWS responded on September 7, 2016 and stated that they did not believe that the project
will have any effect on federally listed species, and that therefore, the requirements under section 7(c) of
the Endangered Species Act are fulfilled. As an update, S&ME reviewed the online database of, the North
Carolina Natural Heritage Program (NCNHP) on August 8, 2018. There are no NHP records of federally-
protected species in the vicinity of the proposed project. Copies of the USFWS correspondence and the
updated NCNHP database report are included with the information submitted with the online PCN.

Historic And Archaeological Resources
An Information Request was originally submitted to the North Carolina Department of Cultural Resources
State Historic Preservation Office (NC SHPO) on August 3, 2016. The NC SHPO responded on September
1, 2016 and stated that there are no known archaeological sites within the proposed project area, and
based on their knowledge of the area, it is unlikely that any archaeological resources that may be eligible
for inclusion in the National Register of Historic Places will be affected by the project. They therefore
recommend that no archaeological investigation be conducted in connection with this project. They
further stated that although the South Point Road Bridge (Bridge 22 - GS 1326) is eligible for listing in the
National Register of Historic Places and is located near the project area, it is anticipated the undertaking
will not affect the historic property. After soliciting comment on the revised route, an updated letter from
SHPO was received on September 4, 2018. The SHPO were aware of no historic resources which would be
affected by the revised project, and had no comment. Copies of the SHPO correspondence are included
as part of the accompanying information submitted with the online PCN.
Avoidance And Minimization
The project avoids impacts to waters of the U.S. by installing the new pipe by HDD. As the HDD entry and
exit points are located well away from the discharge canal, potential impacts resulting from erosion or
disturbance from construction activities are unlikely. Other than the HDD exit and entry points, which will
be located in high ground, no vegetation removal or land disturbance within the new easement will be
required.
Appropriate erosion and sediment control measures outlined in the most recent version of the "North
Carolina Erosion and Sedimentation Control Planning and Design Manual" and approved by the local
governing authority shall be installed around the HDD entry and exit points. The measures will be in
compliance with specifications governing the proper design, installation, operation and maintenance of
such Best Management Practices (BMPs) to comply with the appropriate turbidity water quality standard.
Following completion of the drill, the affected upland entry and exit work areas will be restored to their
original grade and contour. In the event that during performance of the HDD, an inadvertent return of
drilling fluid to regulated surface waters is detected, the contractor will follow the Inadvertent Return
Response Plan and the USACE will be contacted within 48 hours. A copy of the plan is included as part of
the accompanying information submitted with the online PCN.
As proposed, the project does not require pre-construction written approval from the NC Division of
Water Resources, nor will it affect protected riparian buffers associated with the Catawba River and the
appropriate portions of Lake Wylie.

Introduction
Prior to initiating construction activities, PSNC and the Project Engineer will confirm that the
construction contractor and involved personnel are made aware of and understands the permit
and its requirements, including relevant special conditions of the permit, monitoring of the
project required by the permit, implementation of this Response Plan and implementation of
Best Management Practices (BMP) during phases of construction that are designed to prevent
release of sediment or deleterious substances into the lake. Additionally, jurisdictional boundaries
of the lake within the project area will be demarcated in the field. As excavation of the bore pits
will occur well away from the lake, silt fencing will be established around the work areas by the
contractor prior to any other land disturbing activities on site.
Monitoring
Monitoring the project site during all phases of construction will be conducted by the contractor
and the Project Engineer. The contractor will visually inspect the project site twice daily (AM &
PM) for compliance with best management practices (BMPs) and monitor that work is proceeding
as permitted, and conditions are such that problems are not anticipated, and an inadvertent
release of drilling fluid has not occurred. The Project Engineer will also monitor the project site
during drilling operations. Inspection logs will be maintained on-site, and will contain the date
and time of inspections and will note problems, potential problems or other items of interest.
Actions occurring on-site that cause problems with the work, or a temporary stop in work, will be
noted in the log. Daily photographs will also document the progress of work, the integrity of
sediment control measures and compliance with permit conditions.
Stop Work
Upon discovery of a release by the contractor, or notification by the Project Engineer that a
release of material or deleterious matter with potential for impacts to the lake has occurred, the
contractor will immediately stop work. An exception to an immediate cessation of construction
activities may be warranted if such stoppage could result in unsafe conditions for workers on-site,
or if stopping work would risk loss of the bore hole, or potentially result in more harm to the
environment than continuing work. However, containment and notification of such a release will
immediately occur.
Containment
The contractor, under the supervision of the project engineer, will immediately implement
measures to contain the release of sediment or other deleterious substance into the lake.
Containment measures may include silt fencing and sediment tube installation.

Once a release is discovered by the contractor, the project engineer or the owner’s representative,
shall notify the United States Army Corps of Engineers (USACE) and the NC Division of Water
Resources (NCDWR), and the Permittee will be notified by the most-timely means possible,
generally within 24-48 hours.
Clean Up
The contractor, project engineer and Permittee will coordinate with the USACE & NCDWR to
determine the most effective method of cleaning up the affected area(s) and appropriate
methods for disposing of sediment or deleterious substance.
Restoration
The contractor, Project Engineer and Permittee will consult and coordinate with USACE and
NCDWR to determine the most effective and efficient means of restoring the site, including
stabilizing and re-vegetating as appropriate.
