4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
The site is currently undeveloped and located within a densely developed area, where commercial is the general land use. Wilmington International Airport is located less than 1/2 mile
east. The uplands are located across the front of the property, with a small pocket at the back right corner. The wetland feature is part of a swamp forest system that drains to Smith
Creek. A small wetland finger extends out into the upland, on the front of the lot. This is a hillside crenelation that has been mowed. The upland in the front of the property has also
been mowed, with larger trees still remaining.

The purpose of this project is construct a 4,040 SF commercial building and install a 1"- 2" PVC septic, drain field line.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project will entail using a backhoe to remove vegetation from the two proposed wetland impact areas. Clean earthen soil will be used to fill 320 SF of wetland for the proposed
building pad (Impact Area 1). A ditch witch or mini excavator will be used to create a trench, in which the sewer line will be placed, to a depth of 3' belowthe eAsting ground surface. The
disturbed area will be back-filled with the material dislodged by the excavation work, returned to the original grade and contour and allowed to re -vegetate naturally.

E. Impact Justification and Mitigation
1. Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project:
In order to adhere to New Hanover County commercial development requirements (i.e. front and side setbacks, vegetated buffers and Conservation
Overlay District, which prohibits built upon area within 50' from a Swamp Forest Wetland, avoidance is not possible. Therefore, the Applicant limited
the size of the building, to the smallest area practicable for its use, and oriented the structure in such a way that the parking lot could be placed
outside of the wetlands, thereby minimizing wetland impacts necessary
to facilitate the development.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques:
Sediment and erosion control measures will be installed prior to land disturbing activities, which should prevent unauthorized discharges of sediment
into the remaining wetlands and/or downstream receiving waters. The measures will be inspected as required to ensure that they are operating as
intended.
