CURRENTLY, THE SITE IS UNDEVELOPED WITH NATURAL WOODY AND HERBACEOUS PLANTS. A LARGE DRAINAGE DITCH RUNS ALONG THE FRONT OF THE PROPERTY.THE
DITCH EXHIBITS SALTWATER TOLERANT SPECIES. THE LIMITS OF COASTAL WETLANDS WERE DELINEATED AND VERIFIED BY THE DCM ON 7/26/18. AN ELEVATION SURVEY
REVEALED THAT MEAN HIGH WATER IS LOCATED WITHIN THE OTTER CREEK CONDO PROPERTY (SEE ATTACHED ELEVATION SURVEY). THEREFORE, ALL PROPOSED
WORK WILL TAKE PLACE OUTSIDE OF THE NC DIVISION OF COASTAL MANAGEMENT'S (DCM) 75' ESTUARINE SHORELINE AEC. CONFIRMATION OF THIS HAS BEEN SENT TO
THE DCM FOR THEIR REVIEW AND APPROVAL AND WILL BE PROVIDED TO THE AGENCIES UPON RECEIPT. ANOTHER WETLAND FEATURE IS LOCATED AT THE NORTHEAST
CORNER OF LOT 1. RESIDENTIAL IS THE GENERAL LAND USE SURROUNDING THE PROJECT SITE.

4h. Explain the purpose of the proposed project,*
The proposed project will consist of installing one 15' wide driveway that will extend from the edge of pavement on Saint Joseph Street, across the section 404 wetlands, to the upland
portion of 1317 St. Joseph Street (i.e. Lot 3 on the attached site plan) and to provide adequate buildable area for a 25' x 100' single family dwelling with decks and minimal back yard at
1321 St. Joseph Street (Lot 1). Due to the narrowwidth of these lots, a retaining wall will need to be installed on Lot 1 northern property line. The shared drive will provide access to the
buildable area of all three lots. Please refer to the attached site plan for details.
41. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The proposed project will consist of removing vegetation and muck from the designated driveway area. Two (2) 36' corrugated, aluminum culverts will be installed and covered with
clean earthen fill (Impact Area 1). Headwalls will be used on each side of the driveway to minimize impacts. Vegetation will also be removed from Impact Area 2 and clean earthen fill be
used to create a building pad for the proposed structure. Heavy machinery, such as dump trucks, excavators and graders, will be used to perform the work.

SEGi contacted Ms. Moody to obtain the date she met with Mr. Sugg, to verify the wetland line. However, she was unable to recall the date. It was sometime in the summer of 2018.

The Applicant oriented the driveway to be perpendicular to the property line and as close to the property line as possible, to impact the least amount
of wetlands with the drive. In addition, headwalls are being used to eliminate the need for slopes.
