In accordance with your permit modification request received March 21, 2017, and subsequent
additional information received May 15, 2017, we are forwarding herewith modified Attachments A and
B, certified June 6, 2017 to Southern Soil Builders, Inc. for the subject residuals program.
This certification is being issued to modify Attachments A and B by:
1. Removal of 100 dry tons/year from the Town of Columbus in Polk County; and
2. Addition of 10 fields and 60.6 acres in Rutherford County, those fields being NC-RU-LB-01
to -06; NC-RU-FC-02 and -03; and NC-RU-NM-0I and -02.
These modified Attachments A and B shall be effective from the date of certification until June 30,
2019 (i.e. expiration date of the current permit); shall void the previously certified Attachments A and B of
Permit No. WQ0037135 with Attachment A certified on August 22, 2016, and Attachment B certified on
April 13, 2016, and shall be subject to the conditions and limitations as specified therein and well as those
specified in the above -referenced permit. Please replace the Attachments A and B of Permit No.
WQ0037135 that was issued on July 3, 2014, with these modified Attachments A and B.
Please note that only the maps for any new residuals -generating sources and/or land application
sites are attached to this letter. It is the Permittee's responsibility to ensure that a complete permit is
created by inserting these documents into the previously issued permit.
If any parts, requirements, and/or limitations contained in this certification or modified Attachment
A and B are unacceptable, you have the right to request an adjudicatory hearing upon written request within
30 days following receipt of the certification. This request shall be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes and filed with the Office of
Administrative Hearings at 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such
demands are made, this permit shall be final and binding.
