We have prepared this application for a Nationwide #18 Permit for 0.10 acres of Section 404 non-riparian wetland impacts associated with a single family residential house construction. The previous owner of this lot (Joe Spagnola) received a Nationwide 18/ 401 Water Quality Certification, however, he never utilized the permit and it expired. I have enclosed a copy of those expired permits herein. Proposed compensatory mitigation involves purchase of mitigation credit to Great Dismal Swamp Restoration Bank. The mitigation options for this particular project involve usage of a private mitigation bank or NCEEP payment into their in-lieu fee program. Recent Federal and State guidance for compensatory mitigation requires the use of private mitigation banks instead of NCEEP if there is availability.
