As expected, we are unable to complete Stage I, Phase I of the culvert construction at permit site #16 at station 374+56 before
the moratorium starts. We've had utility delays and hurricane related delays. The dewatering dikes were removed prior to the
storm due to fear of losing them during high water. We are asking that the start of the moratorium be delayed until November
15Y . Even that is pushing it honestly. It is critical that this phase of the culvert be completed now so traffic can be shifted. This
will allow us to work on large cut sections south of the culvert during the winter. The traffic has to be switched to get everything
onto the new roadway grade. Please check with your Biologists and see if this is acceptable.
