Dear Mr. Garrett:
The Land Application Unit has completed its review of the subject permit application package received
on August 8, 2008, and the additional information received on January 16, 2009. Additional information
is required before we may finish our review. Please address the following items no later than April 30,
2009.
1. It is unclear where the disinfection will occur for all of the reclaimed streams. On drawing 103-9,
UV is shown immediately after the reuse chamber and then again prior to the chlorine and dye
injection. Drawing 105-5 shows UV and turbidity prior to the reuse tank. In the detail for the
reuse tank there is not a reference to LTV disinfection, but there is in the pump building that feeds
the toilet flush and cooling water, Verify where disinfection will occur.
2. Due to complexity of the system and multiple uses of the reclaimed water, provide suggested
sampling locations. Turbidity will need to be sampled continuously and at a point where the water
can be diverted away from reclaimed water uses in the event that turbidly exceeds 10 NTUs.
There may be a need for multiple sampling points (e.g. one around the reuse tank for the majority
of the reclaimed water, and one after final addition treatment for use as toilet flush water/cooling
water) Ideally, samples would be collected after all of the treatment is complete, but it may be
possible to demonstrate compliance prior to some disinfection processes at a central location in
order to reduce the number of sampling locations.
3. Figure W103-9 of the submitted plans shows a bypass from the pump tank to the recirculation
tank. Bypass of treatment systems is not allowed and must be removed. If flow diversion is
necessary it must go to the sanitary sewer, or back through the treatment system.
4. The permit will include a condition requiring that the operation and maintenance plan include a
response plan to control public access during maintenance or system upset. The plan must include
posting of signs, and/or placement of barricades to keep the public out of the treatment area.
Verify that the operational plan will be complete prior to operation and provide an anticipated
date of completion.
5. The permit will include a condition requiring that documentation that applicable plumbing code
requirements have been met for all buildings where reclaimed water is utilized for toilet flushing.
Provide verification that plumbing code requirements will be met, and appropriate documentation
submitted prior to operation of the reclaimed water toilet flush system. AlfcthCarohna
