BHP Associates is also listed under the name of Bufflehead Point, LLC. The project site is located near the Town of Oriental at 689 Oriental Road (SR 1308), adjacent the Pecan Grove Marina (on Shop Gut at the mouth of Green's Creek), on the Neuse River in Pamlico County, North Carolina. The applicant's parcel of land is ±74 acres. The site has ±5,000' of river shoreline with ±500' of highground, and ±500' of Coastal Wetlands stabilized with riprap. The majority of the un-stabilized shoreline is a bluff that has experienced active erosion. Three Coastal Wetland areas exist on the site with two of these areas on the river proper. The third Coastal Wetland area is in the mouth of Shop Gut and has been stabilized with riprap. All three Coastal Wetland areas are vegetated with Spartina altemiflora, S. cynosuroides, S. patens, and Phragmites M. The Coastal Wetland areas transition into wooded wetlands that have been delineated as Section 404 wetlands by Scott Jones of the U. S. Army Corps of Engineers. The majority of the area along the shoreline is currently vegetated with mixed hardwoods, pines, shrubs and vines, and this vegetated strip averages 100' wide. The remaining property landward of this vegetated strip has been cleared and is currently being graded. The project site is bordered on the upstream (south) side by property that has recently been stabilized with riprap. With the exception of the riprap work, this adjoining property is undeveloped and is vegetated similarly to the applicant's. The site is bordered on the downstream (north) side by the Pecan Grove Marina, which is owned by the applicant. The applicant is currently developing the site outside the 75' Estuarine Shoreline Area of Environmental Concern (AEC) for a 32 lot single-family residential subdivision that also includes 12 town home condominiums, a community center, and a pool. Road construction is underway at this time and the applicant will be pursuing a CAMA Major permit for Coastal Wetland bridge crossings in the future under the standard major permit process. The site is ±8' above the normal water level (NWL). The Neuse River in this area is classified as SA-NSW by the Environmental Management Commission and is open to shellfishing. This area has been classified as Coastal Water by agreement between the North Carolina Division of Marine Fisheries and the North Carolina Wildlife Resources Commission Windmill Pointe BHP Associates, C/O Lee Cox Pamlico County Pa_ae Two Express Permit Review Program Project description The applicant proposes to place ±4,000 linear feet of rock riprap (granite and marl mixed) with filter cloth along the erosion escarpment along the Neuse River shoreline. Approximately 2,400' of the riprap will be at or above the NWL and will result in the filling and/or disturbance of 24,000 ft' of highground. For =700' of the shoreline, the distance between the top of the erosion escarpment and the N\'LZ varies in width from zero to 10'. In this area the riprap will average 5' (maximum of 10') beyond the NNYL. This portion of the project will result in the filling of ±3,500 ft' of River bottom as well as the filling and/or disturbance of x-3,500 ft2 of highground. In the area of the Coastal Wetlands, the applicant proposes to place riprap 5' waterward of the marsh face (average water depth is 1'), with a maximum height of l' above the marsh substrate over a distance of 900'. No backfill is proposed in the 2 wetland areas. This portion of the project will result in the filling of =4,500 ft2 of river bottom. The riprap as proposed will be placed within the Neuse River Buffer Basin area. Anticipated impacts The project as proposed will result in the filling of ±8,000 ft 2 of river bottom as well as the filling and/or disturbance of -27,500 ft2 of uplands as a result of the riprap work. PROJECT SUMMARY: The applicant proposes to place ±4,000'of riprap along the erosion escarpment and to protect 2 areas of Coastal Wetlands. Windmill Pointe Shoreline The property to be known as Windmill Points is currently 8 - 8 W above NWL, and has been flooded in innumerable hurricanes. Isabelle, the latest, brought with her water at 101!2 `above iWVL, a 2' over-wash. A quick review of tax records and surveys reveals the impact of these storms. When the developers first looked at the tract, it was fisted on the tax books at 96 acres. The lamest survey pegs it at 74 acres. That's past history; now took at the present In the last four weeks we have had two Northeasters, and while the second only lasted 10 hours, we lost up to 8' of land along the unprotected portions of our-5,200' of shoreline. On the Northeast end of the shore, some 1,000' has been protected by riprap and received no damage from these storms. The day after the storms, sedimentation could be seen 'Y2 mite out from shore in the unprotected areas, while offshore form the area protected with riprop was clear. The sedimentation can be seen--its effect is not as obvious- Given the rather shallow depths in the area, however, even a cursory look will show that the bottom in the clear areas is beginning to stabilize. This means that we should soon have grass, crabs and fish again. Those areas without riprap will certainly remain cloudy with sedimentation, sedimentation which prevents anything from growing. We see this as a travesty, to us as developers, to our future property owners, to Pamlico County (as the tax base is eroded) and to the environment. With these considerations in mind, as the north end of the property has been protected with riprap, and as it has bald up well during 3 Northeasters this past Winter and Spring, we are confident that you will agree that the prudent call is to riprap the remainder of this shoreline. The plan is to install fitter cloth on existing dry banks, without reclaiming any land. Once the fitter cloth is in place, dprap would be installed up the banks.
