Kure Beach Pier, Inc.
My project of widening Kure Beach Pier on the seaward end from bent 31 to 53 consists
of.
1. Attaching a new 4"x 14"x14' joist on the north and south side of the pier to the
existing 10"x 12"x 22' header.
2. Rearranging 2"x 8"x 16' decking atop this floor joist configuration.
3. Reattach existing handrail to the deck.
Why am I doing this?
In 1984 the seaward end of the pier was lost to Hurricane Diana, where the present day
22' wide portion stops. In a discussion with my father, the owner at the time, it was
agreed to narrow the pier to 16' and to build out to the necessary length. At the time the
hish tide line was under the existing tackle shop and most of the fishing was done on the
existing 22' wide portion. When my entire pier structure was torn down in 1996 by
Hurricane Bertha, I knew that a 400' wide beach renourishment project was coming in
1997. In planning for my construction I knew I had to buy pilin long enough to penetrate
natural bottom to the desired depth, not this new artificial bottom. I did not realize, at the
time, just how far seaward the beach and the outer bar would be pushed and maintained. I
have about 200' less fishable room than I had in 1996.
The usual fishing area in the fall for spots is seaward of the outer bar which now starts
about bent 36. Most of my customers bring chairs, coolers, and sometimes wagons or
carts to carry their gear and this is creating quite a traffic jam. This extra 4' of space is
greatly needed for safety reasons.
My doors are open to the general public and I believe at times they have all shown up.
The pier is where many people get their first glimpse of our beautiful ocean and beach,
and come to love it as much as those of us that have lived beside her all our lives. I have
always said I have the best job and backyard.
The pier is 100% about access to the ocean in a very unique way. It puts people up, over,
and in the middle of a howling North Eastern. It let's them experience the searing heat of
a July or August day. And it allows a pathway for a Dad to take their son or daughter to

catch their first fish out of the ocean. Mostly, I think, it allows people to interact with
nature, which in my opinion we are losing touch with.
We help sponsor a handicap, a kids, and this year a military kid's tournaments at no
charge to these organizations because it is the right thing to do.
I must add that because of the beach renourishment, we have more beach for more
customers to enjoy, also more protection for front row homes.

9. PROJECT DESCRIPTION
Mike Robertson (Kure Beach Pier, Inc. President), representing Kure Beach Pier, Inc., has requested that the attached
application be processed under the Express Permit Review Program.
The applicant's project is located at 100 Atlantic Avenue, in Kure Beach, New Hanover County. To find the property, take
College Road south from Wilmington to Carolina Beach. Turn right onto Dow Road in Carolina Beach and continue until the
road dead-ends that the intersection of Ft. Fisher Blvd. and Dow Road. Cross over Ft. Fisher Blvd. and the project site will be
located along Atlantic Ave., adjacent to the Atlantic Ocean. The property is bordered by both residential and commercial
properties.
The applicant has submitted an Express CAMA Permit Application to develop approximately 0.5 acres between Atlantic
Avenue and the Atlantic Ocean, in Kure Beach. The site varies in elevation, and ranges from 0.0' to 13.0' above Mean High
Water (MHW). The project site is located within the Ocean Erodible Area and High Hazard Flood Area of Environmental
Concern (AEC).
The subject property currently operates as the Kure Beach Fishing Pier. The property currently contains an asphalt
driveway/parking lot, pier office and recreational fishing pier. The property contains no "404" Type wetlands or coastal
wetlands. High ground vegetation at the site is sparse. Vegetation along the eastern most property line, adjacent to the dry sand
beach, consists primarily of Sea Oats (Uniola paniculata), American Beachgrass (Ammophila breviligulata) and Seashore Elder
(Iva imbricate). According to the Town of Kure Beach, the CAMA Land Use Classification for the area within, and around the
project site is Developed. The entire site is located within the 420 feet Ocean Hazard AEC and the First Line of Natural Stable
Vegetation is located approximately 30 to 50 feet west of the western property line.
The waters of the Atlantic Ocean, adjacent to the project site, are classified as SB by the North Carolina Division of Water
Quality. The area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. The subject
property is located within the Ocean Erodible Area and High Hazard Flood Area, as indicated by Zone VE (elevation 12) on the
Flood Insurance Rate Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the
Atlantic Ocean.
The long-term average annual erosion rate in the vicinity of the property is 2.0 feet per year. The 100-year storm recession line
for this area of Kure Beach is 300 feet creating a total Ocean Erodible Area (OEA) of 420 feet. This area of Kure Beach utilizes
a pre-nourishment or "static" vegetation line that was determined based on the 1994 Kure Beach renourishment project.
PROPOSED PROJECT
The applicant proposes to expand/widen the existing pier platform. Specifically, the applicant proposed to expand the decking
platform approximately 2' on each side of the pier from bents 31 through 53 (bents are illustrated on the submitted workplan
drawings). The pier currently measures approximately 18' wide between bents 31 and 53, creating a bottleneck effect in this
area. The applicant's proposal is to make the pier uniform from bent 7, south to the terminal end of the pier, or "T-Head"
terminus. The cross members/joist are already in place and no new support beams/joist would need to be installed to complete
the proposal. The applicant's proposal would be to remove/relay the existing deck boards and add approximately 2' on each side
of the pier. As a result of the pier expansion, the handrails would also need to be relocated. According to the application
package, no new pilings, or other support beams would need to be installed during the development process.
10. ANTICIPATED IMPACTS:
No dune disturbance is anticipated as a result of the pier expansion. All work would be performed from the decking of the pier
and no open water impacts are anticipated.
