PROJECT SUMMARY: The applicant is proposing to build a 3,808 ft2 platform with a floating dock connected by an aluminum gangway. The gangway would connect from the main platform to a 10'X15' section of the floating dock. The main floating dock would be 8'X44'. Two fingers, 3'X30' and 8'X20', would extend off of the main floater. This docking facility would provide transient docking for patrons of the NC Maritime Museum. Field Investigation Report: Friends of the Museum Page 02 9. Narrative Description: The Friends of the Museum project is located at 315 Front St. in Beaufort, Carteret County. Front St. runs parallel to Taylors Creek for the entire length of Beaufort. This project is boardered to the south by Taylors Creek and is in the central historic area of Beaufort. The Friends of the Museum property at 315 Front St. is 0.15 acres in its entirety and varies from 0' to 2' in elevation above NHW. The high ground portion of the site is a thin strip of land along an existing seawall adjacent to the town's concrete sidewalk. This thin strip of land is sparsely vegetated with Salt Meadow Grass (Spartina patens). Existing in the open water are the remnants of old docks and moorings to be removed. This property has approximately 71' of shoreline. The substrate in this area is mostly sand with chunks of concrete and other material. The adjacent property to the east is the Maritime Museum's Watercraft Center which was authorized under State Permit 93-96. This permit also authorized docks at the 315 Front St. site. State Permit 93-96 expired on December 31, 2005. On the western side of the property is the Stillwater Cafe owned by Mike Carithers. Mr. Carithers has waived a portion of the 15' setback. Taylor's Creek is ±400' wide in this area. There are adjacent docking facilities along this shoreline that extend out to the COE harbor line. The Division of Water Quality classifies this area as SC waters. This area is not a Primary Nursery Area and is closed to the taking of shellfish. Beaufort's Land Use Plan dated 1996 classifies this area as Public and Conservation. There are no shellfish leases in this area. A federal turning basin exists in this part of Taylor's Creek. 10. Project Description: In an effort to provide transient docking for patrons of the Maritime Museum, the Friends of the NC Maritime Museum proposes to construct a 68'X56' platform with floating docks connected by a 36' aluminum gangway. The proposed dock would have 2 slips with 2 finger piers. Extending from the existing seawall, the applicant proposes a 68'X56'(3,808sq.ft.) platform. This platform will terminate at approximately the waterward side of adjacent existing buildings located over the water. Connected to the main platform would be a 10'X10' attachment platform for an aluminum gangway. The aluminum gangway would be 36'X4' and would connect to a 10'X15' floating platform. Placed adjacent to this floating platform would be a 44'X8' floating dock. Extending off the floating dock would be two finger piers. They would be 30'X3' and 20'X8' respectively. This docking facility would have a total platform area of 4,570 sq.ft. which the applicant maintains is needed to safely accommodate the crowds during the 2006 Pepsi Tall Ships Exhibit. The water at the end of the proposed dock is -13' deep at normal low water and will remain 15' away from the Harbor Line. 11. Anticipated Impacts: The proposed dock would result in a total of two boatslips. Increased turbidity would occur during the setting of the pilings. The proposed pier would shade 3,988 ftz of open water. There would be 5,215 ftz of public trust area incorporated. The platform area would total 4,570 ft2 along a shoreline of 71'. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant.
