9. PROJECT DESCRIPTION
The project site lies adjacent to Banks Channel off of Topsail Sound at. 514..:
Evelyn Lane in Pender County. The lot is 107' x 145'. The.waters_of Banks
Channel are classified SA by the Division of Marine Fisheries and are open to
shellfishing. This area is designated a secondary nursery area. Banks Channel
is approximately 1100 feet across at the project site.
There was a shoreline stabilization project consisting of the placement of
sandbags along the shore at some time in the past. Remnants of this project
still exist on the sandy bottom. The area in which the project lies is single
family residential and the use of the project is also private residential.
There is a house on the highground lot elevated approximately 3.5' above the
Mean High Water Mark. The lawn at the site, and on neighboring properties is
highground vegetation. To the north is a bulkhead on the adjacent property.
To the south is a street end. There is evidence of accelerated erosion on the
property. The applicant states the erosion over the past year as 3'.
There is now`a 6' wide, 43'9" long walkway across the applicant's lawn to a
Y walkway that parallels the shoreline. This walkway extends southward for
approximately 48' and is 3'9" wide, with a 30 square foot deck about midpoint.
The walkway terminates 7' shy of the property line, and connects to a pier.
The existing pier extends into Banks Channel for 31' and is 4'6" wide. There
is a dock on the waterward end, 19'6" x 16' with 2 mooring pilings.
There are steps from the walkway along the shore down to what was a dry beach,
but has now eroded and the stairs end in water. The Mean High Water mark
approximates the bulkhead alignment. There is an erosion escarpment
approximately 4' landward of this, where there is a sudden change in elevation
- approximately 2.5 - 3'. The vegetation landward. of the escarpment for about
10' consists of Spartina patens, mixed with sparse Iva frutescens and some
highground grasses. This area is all removed from the active zone. From the
escarpment to the proposed bulkhead is sandy shore, with about 30 sf of active
but very stressed Spartina patens.
The project as proposed consists of a bulkhead joining the bulkhead to the
north, approximately 2-3' landward of the corner of this bulkhead. The
bulkhead would run south for approximately 107', in line with the waterward
edge of the existing walkway extending past the southern edge of the walkway
for the additional 7' to the property line. The bulkhead would require
approximately 70 cubic yards of backfill.
10. ANTICIPATED IMPACTS
The project as proposed would incorporate a total of 1497 square feet of
coastal resources. 358 sf of this is non-vegetated sandy beach and 1139 sf is
Spartina patens, mixed with sparse Iva frutescens and a small amount of
highground species. Only 30 sf of this coastal marsh is within the active
zone, with the remainder being landward of all wrack lines and above the
erosion escarpment.

A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 Y2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats -are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar With the area to the site. Include
for work on the project tract. Include permit
