8. Project Summary The applicants propose to construct a series of sand fences
and bulldoze numerous mounds of sand in an attempt to stabilize. the beach front
within the town limits.

9. PROJECT DESCRIPTION
The project is located on the ocean front within the Town limits of Long Beach.
A series of erosion events over the past several years have resulted in a
significant loss of dune protection along the ocean front. The Town has
acquired a permit for the authorization of beach bulldozing within the Town
limits under the Town's supervision. "Dunes" have been formed along the beach
front. A recent visual survey of the project area revealed that the western
end of one beach has experienced a greater recovery of lost sand than has the
eastern end. There is an existing minor escarpment which has formed along the
beach. At the western end this feature is located several 10's of feet
oceanward of the toe of the "dune". The further east one travels the closed to
the toe this feature is located. At the eastern unit of the project the
escarpment is right at the toe of the "dune". There are also several ` areas,
within the project boundaries, where "wash-outs" have occurred where no
bulldozing has been .carried out. The waters of the Atlantic Ocean are
classified as SB by the Division of Environmental Management.
The applicants propose to construct a series of sand fences along the beach
front and bulldoze up mounds of sand within the fencing. The fences will be
set on 15' centers and will angle back at approximately 300 . Each fence will
be approximately 16-18' long and will be set on 3 posts. Approximately every
50' sand will be pushed up into a mound. Between approximately 10 to 12 cubic
yards will be within within each mound. Vegetative plantings up will be
carried out if deemed necessary.
10. ANTICIPATED IMPACTS
The addition of the sand fencing to the beach front could possibly become a
barricade to nesting sea turtles. However, the 15' break between the ends of
the structure and the angles at which the fences are installed appears to
minimize that possibility. If the project works as proposed and the beach
becomes stabilized the ultimate result may be that more nesting habitat becomes
available for the turtles. . All sand pushing should be in accordance with
existing procedures.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8' V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high . quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).

application. The project will be subject to condi-
tions and restrictions contained in the permit.

Carolina's approved Coastal Management Program

such program.
