NARRATIVE DESCRIPTION: The project site is located next to Coral Bay Marina, just south of Highway 70, in Morehead City, on the west branch of Peletier Creek, Carteret County. There are some 40,252 sq. ft. in this residential lot that has an onsite address of 106 Riverside Avenue. The applicant, Mr. Murray Williams, recently acquired the property which includes a two bedroom single-story house. The house is currently rented and a boat docking facility is needed for the house and the applicant's private use. It is acknowledged that Mr. Williams is part owner and operator of the adjacent Coral Bay Marina, however, his current request is for private residential use and includes the construction of 4 non-commercial boat slips. The proposed project plans include the construction of a wooden bulkhead, approximately 197' long, which includes the entire shoreline property. Once the shoreline is cleared of riprap rubble and debris, the bulkhead will be installed at the MHW shoreline and landward of all salt marsh cordgrass which occurs near the southern end of the property. A 6' wide parallel pier, approximately 172' long, is scheduled for construction. The plans show that the pier will terminate 22' from the southern property line adjoining Mr. Richard Griffis' property. It is also in this same area that a 5' to 10' wide fringe of salt marsh cordgrass occupies the intertidal shoreline. On the north end of the shoreline, the proposed pier will terminate 3' from the Coral Bay property. Three (3) finger piers will extend 16' waterward of the parallel pier, and a set of 5 mooring piles will be installed at another 24' beyond the finger piers. The maximum extent of the piers and mooring piles is calculated at 461, which is less than 1/3 the width of the creek in water depths that average 32' to 4' deep on mean low tide. The offshore extent of the pier land mooring piles appears to be consistent with those other private pier structures along the creek. 10. ANTICIPATED IMPACTS: Processing of a Major CAMA Permit for the proposed docking facility was made necessary because the applicant was unable to obtain signed statements of "no objection" from Mr. Richard Griffis, the adjacent riparian property owner on the south side of the project. Except for that technicality, the project appears to be consistent with the general permit conditions found in 7H .1200 for the construction of private dock and pier facilities. PREPARED BY: JAMES L.
