The proposed project will not require a Water Quality Certification. b. The proposal to place spoils behind haybales does not appear to offer sufficient assurances of water quality protection. If applicant will provide an adequately diked (not haybales) upland area, water quality should be protected. This has been discussed with applicant and he has agreed to comply with this request. C. PROJECT SUMMARY: Applicant proposes to dredge 2 access channels into the mouths of man-made canals at Whitehall Shores, Pasquotank River, Camden County. Channels will each be 140' X 40' X -61. Spoil will be deposited on an upland area. WHITEHALL SHORES BIO REPORT PAGE 2 SITE REPORT Applicant, J. H. Davenport is the developer of Whitehall Shores and currently owns the lots to be used as spoil areas. Spoil areas are both previously filled wetland areas that are now upland. The eastern site is dominated by lawn grasses, loblolly pine, Baccarus sp. sweeetgum, bald cypress saplings, black cherry, and black willow. This lot is bulkheaded and no wetlands exist here. The eastern channel will extend across a shallow bar and terminate in -41, 140' waterward of the bulkhead. The western site is an old spoil disposal area first used in the initial construction of the canal. Dominant vegetation is lawn grass and fescue, Polk, Polygonum sp., Baccarus sp. sumac, red maple, sweetgum, blackberry, Vitus spp., and Aster sp. Immediately adjacent to the spoil area is a bald cypress, black gum, and red maple swamp. The western channel will.also extend across a shallow bar and terminate in -4' water 140' waterward of the canal mouth. No submerged aquatic vegetation was observed at the site nor noted in 1984 photographs. Applicant proposes to dredge 2 channels, each 140' X 40' X -6' across these bars into the Pasquotank River and deposit the spoil by dragline on adjacent upland lots owned by the applicant. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 Y2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.)
