NARRATIVE DESCRIPTION: The project site is located on one of the many man-made canals in Fairfield Harbour Subdivision, near the end of SR 1600, about 5 miles southeast of New Bern, on the Neuse River, in Craven County. The project area involves 8 individually owned home sites listed as Lots #80 through #87, in Section 5, situated along the back end of the horseshoe shaped canal off Caracara Drive, between Schooner and Cutlass Courts. Attached is a list of the respective lot owners involved with this maintenance excavation project. This section of Fairfield was originally excavated in the 1960's as part of the Jamaica section in Treasure Cove. The series of interior canals was excavated from what was then Spring Creek, a tributary of Northwest Creek, just off the Neuse River. Reviewers of this report may recall last month that the Division of Coastal Management processed another permit request for Neuse Realty, Inc., involving the maintenance excavation of wetlands adjacent to the canal properties adjoining Lots #60, #61, #62 and #63, in Fairfield Harbour. Residential development in Fairfield Harbour has become more active over the past 5 years than any time before. For many years prior to the new growth and development, individual lots remained, for the most part, unattended and as in the case of these ,8 lots, the sloping highground property eroded into the bulkheaded canal causing perched elevations around the edge. Subsequent growth of marsh and wetlands vegetation has occurred. At this time, the applicant proposes to maintenance excavate the dead-end section of the canal measuring 200' long x 60' wide. The prevailing water depths are -6' NWL. The workplat shows a fringe of wetlands bordering the canal. It measures approximately 250' long by an average of 8' wide. The wetlands are classified as a high, irregularly flooded marsh with a mixture of the following species; saw grass, sea lavender, salt meadow hay, salt bushes, swamp rose, Walters millet, Johnson's grass, hibiscus, marsh pink, goldenrod, pennywort, alligator weed, cypress and maple. The proposed maintenance excavation will generate approximately 500 cu. yds. of silty sand as the bottom material is removed from close to the existing bulkhead. The applicant has designated 3 separate spoil disposal sites around the canal. Each highground site will be diked with an earthen berm and set 20' or more away from the bulkhead. The inland surface waters of Northeast Creek, Spring Creek and the interior canal system are classified 'SC'. Although no oysters of clams exist in the canals, the surface waters are closed to harvesting of shellfish. FIELD INVESTIGATION REPORT - NEUSE REALTY, INC./ JOAN WEWJ LER , ET AL PAGE #3 10. ANTICIPATED IMPACTS: The narrow fringe of wetlands functions as a shoreline stabilizer between the existing bulkhead and the open waters of the canal. A majority of these irregularly flooded wetlands is elevated above the NWL and contributes little habitat or production to the canal ecology. The proposed maintenance excavation will displace approximately 2,000 sq. ft. of mixed wetlands, with additional excavation taking place below the NWL. Adequate spoil containment measures will be necessary to prevent the return of dredged spoil to the surface waters of the canal. PREPARED BY: JAMBS L.
