Project summary The applicant is Proposing to'construct an 8.2 mile long transmission line from Creswell to Columbia. Ocean Hazard Coastal wetlands Estuarine%waters .X... Environmental Setting The project site is an 8.2 mile long by 120' wide corridor from Columbia to Creswell in which a 115 KV Transmission Line will be constructed. The project will begin at a proposed substation in a mixed hardwood and pine area adjacent to NC 94 and SR 1105 just south of Columbia. The corridor will cross the Scuppernong River just north of the point where Rider's Creek enters the river. Both sides of the river in this area are vegetated with wetland vegetation. The vegetation consists of a vast cypress- gum swamp. As the corridor moves toward Creswell it passes through various wetland areas, upland timber areas and agricultural lands. The corridor ends at an existing substation east of Creswell adjacent to US 64. Project Proposal The applicant is proposing the following: (1) The construction of a substation on a + 3.0 acre site adjacent to NC 94, south of Columbia. (2) The construction of a 115 KV powerline from the proposed substation to an existing substation east of Creswell adjacent to US 64. The proposed line willbe approximately 8.2 miles in length and would occupy a 120' wide right-of-way. Approximately 58 wooden structures will be constructed approximately 70' in height. No structures will be placed within the Scuppernong River at the crossing site. The transmission line will have a minimum clearance of 33' at the river crossing as per U.S. Coast Guard requirements. During construction, if any access roads are needed within any wetland areas, they"will be of the corduroy type. Augers will be used to drill holes for pole placement. All original contours will be maintained within the wetland areas. Environmental Impacts If the project is constructed as proposed, no wetland vegetation will be excavated and/ or filled. A 120' wide right-of-way will be placed through a vast wooded swamp area on both sides of the Scuppernong River just north of Rider's Creek. See the Name map on the inside front cover for the appropriate Address DCM office and addresses and phone number. 3 CRESWELL TO RIDER'S CREEK 115 KV TRANSMISSION LINE PROJECT DESCRIPTION The proposed transmission line is approximately 8.2 miles in length and would occupy a 120 foot right-of-way. The pole structures will be H-frame, wood pole structures approximately 70 feet in height with an average span length of 750 feet. This would require approximately 58 structures between Creswell and Rider's Creek. No structures will be located in the river. The transmission line will cross the Scuppernong River at a minimum height of at least 33 feet. The minimum clearance is based on the U.S. Coast Guard's low water bridge clearance for the Scuppernong River which is 13 feet plus the 20 foot minimum additional clearance required by CAMA and the Corps of Engineers. The final design may provide clearances of greater than 33 feet. During construction the right-of-way will be cleared and, if necessary, the cleared timber will be used to fashion a "herringbone or corduroy" access road. Augers will be used to drill holes for pole placement. Any work in wetland areas will be short-term with original contours maintained. The substation site is located on a 3 acre upland parcel approximately 12 miles south of Columbia near the intersection of Route 94 and Route 1105.
