The Subject application has been reviewed for water
quality impacts and the following comments are offered:
a. This proposed project requires a Water Quality
Certification and meets the requirements for
General Certification No. 1431 for boat ramp
construction.
b. The proposed project should not cause turbidity
outside of the immediate construction area to
exceed 25 NTU.
C. Stormwater runoff plans were approved on November
28, 1988 (copy attached).
d. The discharge from the swimming pool will not
require a NPDES permit. The County Health
Department should be consulted regarding the
sewage disposal from the community building.

g. NARRATIVE DESCRIPTION: The applicant's property consists of
an approximately 122 ac. tract of land located on the west
side of NC Highway 172 and approximately .8 miles south of
the bridge crossing New River, near the community of Sneads
Ferry, in Onslow County. Historically, this tract of land
has been used as agriculture farm fields with various
borders of woodlands. Presently, however, this area is
being developed into a residential subdivision. Existing
today is approximately 5000 ln. ft. paved road which
connects an existing 30 lot subdivision along New River to
NC Highway 210. This subdivision, known as New River
Plantation (Section 1), has received subdivision approval
from Onslow County but, no houses have been constructed as
of this date. Minimum lot size is 15,000 sq. ft. and the
area presently is grassed over. Individual septic tanks and
the County water system will service this development. An
archeological site has been identified in very close
proximity to this project.
The property borders New River/Stones Bay on the west and
Everette Creek on the south. The shoreline along New River
is characterized by having a fairly steep bank with moderate
amounts of shoreline erosion. As one moves towards the
mouth of Everette Creek, a border of Spartina alterniflora
has established waterward of the bank escarpment. The land
area bordering Everette Creek is characterized by having a
significant border of coastal wetlands with "fingers" of
1404' wetlands going into the uplands. There is, however,
one small area of shoreline which has been impacted over the
years and is void of wetlands vegetation. The applicant
indicates that this area has historically been used by the
U.S. Marine Corps and is amphibious fleet. New River/Stones
Bay and Everette Creek has been designated as class 'SA'
inland waters. Everette Creek is a designated Primary
Nursery Area and is closed to the harvesting of shellfish.
The applicant is requesting a permit to develop an amenity
site on an approximately 5 ac. tract which will service the
present and future phases of the subdivision. Presently,
the upland area at this amenity site is heavily vegetated
with mixed hardwoods, including hickory, oak, holly,
The applicant is proposing to construct an approximately
12' to 30' asphalt driveway which will begin at the end of
the existing paved road and will transverse through a
peninsular of highground and terminate at a proposed boat
ramp which will enter Everette Creek. The concrete boat
ramp is to be positioned at an area void of wetlands
vegetation and will extend into the water for a distance of
approximately 12' and will be approximately 15' in width x

thick. Two (2) piers [each approximately 30' to 35' long x
6' wide] are proposed to be constructed parallel to the boat
ramp. An approximately 30' long x 6' wide 'L' will be
placed on the westernmost pier for temporary tie ups. Five
(5) asphalt parking spaces [each approximately 40' long x
10' wide] will be constructed at the boat ramp area.
The majority of the amenities will be located adjacent to
New River/Stones Bay and will consist of a tennis court,
swimming pool, community building, wooden decks, 18 car
asphalt parking area, and other "built upon" areas.
Additionally, an approximately 115' linear bulkhead is
proposed to be constructed along the shoreline and will be
positioned at or above the MHW line and landward of any
wetlands vegetation. An approximately 170' long x 6' wide
pedestrian pier is proposed to be constructed into the New
River and will have an approximately 30' long x 6' wide.'L'
at the end. An approximately 20' long x 15' open sided
gazebo is also proposed at this location. Water depths at
the end of this pier are approximately,-1.5' MLW. The
community building will have restroom facilities and the
applicant is proposing to pump the sewage to a nitrification
field approximately 220' away from the building. A 2" PVC
pipe is also proposed to be trenched from the swimming pool
to the upper edge of coastal wetlands in order to allow for
discharges of pool water during periods of routine
maintenance.
10. ANTICIPATED IMPACTS: The project as proposed will result in
the land disturbance of approximately 1.5 ac. of highground
area in conjunction with roadways, parking areas, and other
amenity construction. Additionally, approximately 180 sq.
ft. of Everette Creek will be disturbed in conjunction with
boat ramp construction. The applicant has indicated that in
order to achieve a proper slope up to 2.5 cu. yds. of mud
and silty sand material may have to be excavated, but
excavation will be confined to the footprint of the boat
ramp. The docks proposed at the boat ramp will only provide
temporary tie ups and the pedestrian pier is located on such
water depths that boat mooring facilities are impractical.
The applicant has indicated that the total impervious cover
for this site is .97 ac. which represents 15.7% of the total
amenity tract. Approximately 11.3% of impervious coverage
will occur within the estuarine shoreline AEC. The
applicant has also indicated that he is presently submitting
density information to the Division of Environmental
management in order to comply with stormwater rules. The

applicant has indicated that the USACOE has delineated the
wetlands for this site and all development (excluding ramp
and piers) will be located landward of these areas.
One potential impact to consider is the future development
of the later phases of this development. This area is not
zoned and the County's Land Use Plan classification allows
for high density residential uses. The County regulations
do require a minimum lot size of 15,000 sq. ft. for those
areas which are serviced by individual septic tanks and a
public water supply. It is estimated that approximately 100
ac. of land area have not been plotted. Soil information
submitted with the application indicate that the soil
features for this tract of land are moderate to severe for
the installation of septic tank absorption fields. This,
coupled with a large number of of septic tanks placed on
this tract of land, could potentially have water quality
impacts.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 V2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7J.0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.

individuals have 30 days in which to submit com-
