PROJECT SUMMARY: The applicant proposes to expand the number of wetslips by five (5), from twenty-two (22) to twenty-seven (27) slips. The project will allow five (5) existing boats to moor 4' of water at mean low tide. .. i FIELD INVESTIGATION REPORT - THE BLUFFS MARINA/WILLIAM ROBERT WAKEHAM, ET AL PAGE #2 9. NARRATIVE DESCRIPTION: The applicant, Mr. William Robert Wakeham, owns one (1) of the forty-four (44) townhouse units at the Bluffs Condominium complex located off Highway 24, in the Mansfield area, near Morehead City, in Carteret County. The actual project site is on the south end of the Bluffs Marina pier, on Bogue Sound, just west of Peletier Creek, and east of the Red Day-Marker #8, on the Intercoastal Waterway. Mr. Wakeham represents four (4) other individual members of the Bluffs Homeowners Association, Inc., who desire to construct an additional five (5) new boat slips off of the west end of the existing pier. The existing pier is approximately 573' long x 6' wide which includes a "T-head" platform and gazebo measuring 23' wide x 65' long. Near the east end of the pier is an "L-shaped" pier measuring about 110 long which provides some sixteen (16) wetslips. Water depths in this area vary from 1-1/2' to 2-1/2' during an average low tide. The same water depth conditions hold true for the four (4) existing boat slips located on the west side of the main pier. The existing pier, and its relationship to the shoreline, is well-demonstrated on both the USGS Topographic Map, entitled "Mansfield Quadrangle", and the referenced 1984 Aerial Photography. At present, there are only twenty-two (22) existing wetslips available at the pier, and it is impossible to come or go from the pier during those periods of low water. Mr. Wakeham and his four friends explained that their 20' to 25' long run-about boats often strike the bottom while moored at the slips on the east side of the pier. The applicant's workplat drawings show clearly the proposed construction of a new pier measuring 64' long x 4' wide with two (2) 20' long finger piers. The plans also include the installation of seven (7) mooring piles which will create five (5) separate wetslips on the outer west end of the existing pier. Water depths in this new area do not exceed -4' on low water, and the area does not harbor any submerged vegetation such as eelgrass. The "SA" surface waters of Bogue Sound at this point are either closed, or the new pier will immediately adjoin the closed area on the east side of the existing facility. It is highly doubtful if any shellfish or oysters occur within the project area. Mr. Wakeham has provided as part of the application package a copy of the marina's rules and regulations which govern the marina operation. Rule #3 and #7 confirm why very few boats are ever noticed at the existing pier at any one time. ANTICIPATED IMPACTS: It is important to note that the proposed project will simply relocate five (5) existing slips and will not increase the number of potential users, but rather the number of usable slips. However, a strict number count shows that the twenty-two (22) slips will be increased by five (5) units to generate a total of twenty-seven (27) wetslips at the pier. Each of the 5 boat owners currently keep their boats stored at nearby dry stack marinas during those periods of the year when they are not in residence at the condominium. A mathematical calculation of the total footprint occupation of the existing slips on the public trust AEC indicates that the proposed project will not exceed the CAMA use standard of 27 sq. ft. per 1 linear foot of shoreline. The actual installation of the proposed structures will have no significant impact on the local estuarine resources. Due to the actual low density use of the existing pier, no change in water quality should be expected. However, consideration needs to be provided as a possible closure zone extending into the open shellfish area may result as the new slips will extend some 65' west of the existing pier. CAMA REVIEW: The proposed project appears to be consistent with the goals and objectives of the Morehead City Land Use Plan as updated on June 26, 1986. Reviewers of this document are referred to Page #36 and the definition and policy statement for marina development within Morehead City. In reviewing this application, it appears to me that the application is incomplete in that it does not show the location of units that will be built as part of this development. In order to determine compliance with stormwater regulations and impervious cover rules it is vital that complete plans for this development be provided. At this stage in the permit process, the Division has the opportunity to review the total project and assure that its final design is appropriate. There is no reason to conduct a piecemeal permit review by permitting the road, and then relying upon Carteret County to review 13 minor permits that make it difficult to evaluate cumulative impacts. Given the large amount of wetlands and the relatively little amount of land outside of AEC jurisdiction for this project, it is appropriate and vital to request the applicant to show the complete layout for units, driveways, and other structures to be built within the subdivision. One example of a permit application that supplied this level of detail was the last request for a permit to subdivide Permuda Island. With an environmentally sensitive design and thorough permit review, it is likely that the Coastal Federation would have no objections to this project. NARRATIVE DESCRIPTION: The applicant, Mr. William Robert Wakeham, owns one (1) of the forty-four (44) townhouse units at the Bluffs Condominium complex located off Highway 24, in the Mansfield area, near Morehead City, in Carteret County. The actual project site is on the south end of the Bluffs Marina pier, on Bogue Sound, just west of Peletier Creek, and east of the Red Day-Marker #8, on the Intercoastal Waterway. Mr. Wakeham represents four (4) other individual members of the Bluffs Homeowners Association, Inc., who desire to construct an additional five (5) new boat slips off of the west end of the existing pier. The existing pier is approximately 573' long x 6' wide which includes a "T-head" platform and gazebo measuring 23' wide x 65' long. Near the east end of the pier is an "L-shaped" pier measuring about 110' long which provides some sixteen (16) wetslips. Water depths in this area vary from 1-1/2' to 2-1/2' during an average low tide. The same water depth conditions hold true for the four (4) existing boat slips located on the west side of the main pier. The existing pier, and its relationship to the shoreline, is well-demonstrated on both the USGS Topographic Map, entitled "Mansfield Quadrangle", and the referenced 1984 Aerial Photography. At present, there are only twenty-two (22) existing wetslips available at the pier, and it is impossible to come or go from the pier during those periods of low water. Mr. Wakeham and his four friends explained that their 20' to 25' long run-about boats often strike the bottom while moored at the slips on the east side of the pier. The applicant's workplat drawings show clearly the proposed construction of a new pier measuring 64' long x 4' wide with two (2) 20' long finger piers. The plans also include the installation of seven (7) mooring piles which will create five (5) separate wetslips on the outer west end of the existing pier. Water depths in this new area do not exceed -4' on low water, and the area does not harbor any submerged vegetation such as eelgrass. The "SA" surface waters of Bogue Sound at this point are either closed, or the new pier will immediately adjoin the closed area on the east side of the existing facility. It is highly doubtful if any shellfish or oysters occur within the project area. Mr. Wakeham has provided as part of the application package a copy of the marina's rules and regulations which govern the marina operation. Rule #3 and #7 confirm why very few boats are ever noticed at the existing pier at any one time. ANTICIPATED IMPACTS: It is important to note that the proposed project will simply relocate five (5) existing slips and will not increase the number of potential users, but rather the number of usable slips. However, a strict number count shows that the twenty-two (22) slips will be increased by five (5) units to generate a total of twenty-seven (27) wetslips at the pier. Each of the 5 boat owners currently keep their boats stored at nearby dry stack marinas during those periods of the year when they are not in residence at the condominium. A mathematical calculation of the total footprint occupation of the existing slips on the public trust AEC indicates that the proposed project will not exceed the CAMA use standard of 27 sq. ft. per 1 linear foot of shoreline. The actual installation of the proposed structures will have no significant impact on the local estuarine resources. Due to the actual low density use of the existing pier, no change in water quality should be expected. However, consideration needs to be provided as a possible closure zone extending into the open shellfish area may result as the new slips will extend some 65' west of the existing pier.
