Joseph Street, Carolina Beach, NC for a commercial marina. I am against a gas`j?? station, bait and tackle shop and marina in the area they wish to place one. Mr. Snow's rear yard which fronts on St. Joseph Street is approximately 50' x 40'. Any place the fuel tanks could be installed would put them only 25' to 30' from my well. When I purchased my property seven or eight years ago, I was told that the east side of St. Joseph Street was residential only. Two or three years later, when I got the permit for a small dock, I was told by the building inspector at Carolina Beach that I could absolutely never have commercial boats tied up at that dock. I intend to retire there in 1989. My property is located at 1330 St. Joseph Street on the left side of Mr. Snow's property. All of the residents on that end of St. Joseph are senior citizens. On the end of the street Mr. E. B. Williams, retired, has been there 20 to 25 years. The next lot is Mrs. Helen Bowden's, widowed and retired 20 to 25 years. The next lot is mine, semi- retired. On the other side of Mr. Snow is Mr. Beasley, retired and next to him is Mr. Lewis. I don't know if he is retired or not. None of these people intended to retire in the middle of a marina. Mr. Snow will have to run pipes 300' to 350'-most of it above ground. A fuel spill or broken pipe would contaminate my well. Spills from the ordinary servicing and fueling of boats would contaminate the marsh and beach area. People along this strand catch a few crabs and fish to eat. A marina would elimate this. Mr. Snow says it will be for his boats only. This will only last until the fuel gets to the end of the pipe and pump. Your help in stopping this marina and discriminating against the poor senior citizens by the rich and young will be greatly appreciated. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. Carl and Melissa Snow -Page --2-- 9. PROJECT DESCRIPTION The project is located on the west side of the Carolina Beach Yacht Basin off Myrtle Grove Sound just south of Snow's Cut in Carolina Beach. The tract is 50' x 255' with an existing house, pool, pier, and dock. The area immediately adjacent to the pool cement decking has been filled in the past and is supporting upland vegetation. Waterward of this fill for approximately 23' is Spartina alterniflora interrupted by one small berm supporting stressed Baccharis halimifolia. A pier approximately 5' wide and 25' long exists across this marsh. The pier joins a dock spanning open water for approximately 242 square feet. The existing use of the area is residential. The waters are secondary nursery and classified SB. The local LUP defines this area as transitional and calls for limited community development. Erosion does not appear to be occurring at the site, as new marsh growth is encroaching waterward. The owner plans some maintenance work and additions to his property in order to allow for a change in the use. The proposed use of the project is fuel servicing for commercial fishing boats operated by his private retail business. The boats would be fueled from two diesel tanks (totalling 3000 gallons) to be placed landward of the existing house. Approximately 110 square feet of land would be disturbed in placing the tanks. Proposed on.the area of fill adjacent to the pool is decking to elevate the area to the height of the pool deck. phis-externs approxrmateYy?O' waterwa?r of the pool, and jo ns the Spartina marsh. The applicant proposes to do minor repairs on the 25' pier now spanning the marsh. The 242 square foot dock would be expanded to 460 square feet and would remain entirely over open water. Minor maintenance work is also proposed to the existing floating finger, approximately 102 square feet, and the 50 square foot access ramp to the finger. 10. ANTICIPATED IMPACTS The project as proposed is consistent with the Carolina Beach LUP, as well as with CAMA regulations. All marsh areas with the exception of the 125 square feet shaded by the pier will be avoided. There will be an additional use of the area by commercial boats. Although there is the possibility of some water pollution due to the proposed fueling activity the overall potential of this occurance is low.
