(1) The bulkhead will not'- be positioned farther waterward than an average of 5 feet or a maximum of 10 feet from the normal water elevation contour at the time of construction. (7) The breakwaters will be constructed in strict accordance with the submitted plats, dated 11/11/87 and will not extend waterward more than 2 feet beyond NWL at any point along its alignment at the time of construction. (8) The disturbed areas will be properly graded and provided a ground cover sufficient to restrain erosion within thirty (30) days of project completion. (9) The activity will be conducted in such a manner as to prevent significant increases in turbidity outside the area of construction or construction-related discharge. NOTE: The permittee should be advised that a favorable review for future modifi- cations requesting the filling of wetlands is unlikely. NOTE: The breakwater should have at least 6" spacing between every two boards to allow for adequate water circulation. The property is adjacent to a single family residence and is approximately 10 acres in size. The site is joined to the south by an existing bulkhead at the site of the single family residence. "404" wetlands extend approximately 150' north of the existing bulkhead. Then for 440', there is high- ground where a bulkhead is proposed to be constructed. A 270' breakwater will connect to the proposed breakwater and continue along the shoreline of a.11404" wetland. The site has native vines, grasses and trees (pines and cedars) on the highground. The "404" wetlands include some interpersed coastal wetland species ('uncus, patens). The applicant proposes to construct breakwaters and a bulkhead with salt- treated timbers along the existing shoreline. The 440' of bulkhead will be an average of 6' beyond NWL,. with the maximum distance being 12' at an eroded pocket. The proposed 274' breakwater is to be located in front of "404" and coastal wetland areas and is proposed to be constructed approximately 2' beyond NWL. ANTICIPATED IMPACTS e proposed bulkhead will result in the filling of 2640 square feet of Bay bottom, resulting in 391 cubic yards of fill with 120 of these being below NWL. Both the breakwater and bulkhead will result in increased levels of turbidity, however, these effects will be short-termed and localized. These waters are classified as "SC" by DEM.
