NARRATIVE DESCRIPTION: The applicant's property is located off of SR 1224, near Mesic, on Gales Creek Point, at Gales Creek, No Jacket Creek and Bay River, in Pamlico County. The applicant has a 51 acre tract of land with an existing filled road crossing over a previously excavated canal.. Other man-made features on the property include a bulkheaded boat basin and road. The property is about..50o highground and 50% wetlands (mixed 404 and coastal wetlands). The applicant previously received Permit #163-75 (on October 16, 1975) from the North Carolina Department of Natural and Economic Resources and Permit #SAWKS 75-69-23-491 (November 13, 1975) from the U. S. Army Corps of Engineers to dredge and fill and to construct bulkheads and a pier. The applicant's new proposed project is to remove the existing filled road canal crossing and replace it with three (3) 6' x 20' culverts and fill, and also to bulkhead the new crossing. The applicant also proposes to perform maintenance dredging in the canal and boat basin, repair the existing basin and bulkhead, and construct a new 50' x 4' floating pier within the existing basin. 10. ANTICIPATED IMPACTS: The project as proposed will excavate from below MHW approximately 2,000 cu. yds. of sand and shell material from the 400' x 30' canal and the 80' x 70' boat basin, and approximately 500 cu. yds. of material from above MHW will be excavated. This excavation will be to a depth of -6' MLW. Within this area of proposed maintenance excavation, approximately 640 sq. ft. of coastal wetlands (about 350 sq. ft. of Spartina alterniflora, 240 sq. ft. of Spartina cynosuroides, and 50 sq. fit. of Spartina patens) will be lost. The spoil materials are to be placed in a 150' x 150' diked area on highground. An additional impact will include the 200 sq. ft. of estuarine waters that will be covered with the proposed pier. The placement of the culverts in the canal may possibly improve the flushing action in the canal. The waters of Gales Creek and No Jacket Creek are classified by "SA" by the Division of Environmental Management, open to shellfishing by the Division of Health Services, and the waters of No Jacket Creek are designated as a Primary Nursery Area by the Division of Marine Fisheries. ----------------------- PREPARED BY: W. If the applicant is not claiming to be the owner of said property, then for- ward a copy of the deed or other instrument under which the owner claims title, plus written permis- sion from the owner to carry out the project. An accurate work plat (including plan view and cross sectional drawings) drawn to scale in black ink on 8 V2 x 11 white paper. (Refer to Coastal Resources Commission Rule 7J.0203 for a detailed description.) Please note that original drawings are preferred and only high quality copies will be accepted. Blue-line prints or other larger plats are acceptable only if 16 high quality copies are provided by the applicant. (Contact the U.S. Army Corps of Engineers regard- ing that agency's use of larger drawings.)
